There will be a set of criteria for evaluating smart cities.

Voters in Lang Son province requested competent authorities to develop a set of criteria to evaluate urban areas as smart cities, and to have incentive mechanisms for urban areas developing according to the smart city model. Voters also requested to develop and promulgate a set of criteria to evaluate the results of implementing climate change response goals of provinces and cities.

The Ministry of Construction responded to voters in Lang Son province as follows:

Smart urban development in Vietnam is being implemented according to the Project on sustainable smart urban development in Vietnam for the period 2018-2025 and orientation to 2030 (approved in Decision No. 950/QD-TTg dated August 1, 2018 of the Prime Minister), in which the Ministry of Information and Communications was assigned to develop and implement the application of key performance indicators (KPIs) for smart cities in Vietnam, and the Ministry of Construction was assigned to develop a framework for recognizing new smart urban areas and priority and incentive policies.

With the goal of building a general guideline on the construction, development and assessment of the development level of smart cities associated with the "National Digital Transformation Program to 2025, with a vision to 2030" (approved in Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister), the Ministry of Construction has proposed and coordinated with the Ministry of Information and Communications in researching and developing a set of criteria for evaluating smart cities associated with digital transformation. 

Currently, the Ministry of Construction is continuing to coordinate with the Ministry of Information and Communications to research and draft a set of criteria for evaluating sustainable smart cities to report to the Prime Minister. The Ministry of Construction will issue it after the Prime Minister's approval, expected in the third quarter of 2024.

Regarding the proposal to develop and promulgate a set of criteria to assess the results of implementing climate change response goals of provinces and cities, the Ministry of Construction has issued Document No. 06/TTr-BXD dated February 28, 2024 proposing the development of the Law on Urban Development Management. The law-making dossier has proposed the content of regulations on principles, assessment, recognition and supervision of urban development to respond to climate change; and is expected to propose implementation solutions, including regulations on assessing urban resilience; integrating climate change response plans into urban development programs; assessing control and restriction of urban development in high-risk areas; develop an early warning system to provide information,... According to the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program issued by the National Assembly in Resolution No. 129/2024/QH15 dated June 8, 2024, the Law on Urban Development Management is expected to be submitted to the National Assembly for comments at the 9th Session (May 2025), and approved at the 10th Session (October 2025).

The Ministry of Construction would like to acknowledge the opinions of voters of Lang Son province for consideration, research, and concretization in the process of developing the Law on Urban Development Management.
