During the meeting, Chairman Pham Tan Cong stated that the past year of 2023 was filled with difficulties and challenges not only for businesses but also for VCCI itself. Due to unfavorable conditions, the leading business council of Vietnam temporarily did not commence its activities immediately. Now, after more than 10 months since its official launch at the end of April 2023, the council members have gathered to discuss the construction and implementation of the 2024 working program.

According to Chairman Pham Tan Cong, Resolution No. 41/NQ-TW dated October 10, 2023, issued by the Politburo regarding the construction and promotion of the role of Vietnamese entrepreneurs in the new period, has set goals for 2030: "Strive to have an increasing number of businesses reaching regional stature, some reaching global stature; some large enterprises playing leading roles in key industries and sectors; some enterprises holding important positions and roles in supply chains, global value chains, mastering some industrial and agricultural value chains, having international competitiveness in foundational industries, priority sectors, and spearhead sectors."

Alongside this, the resolution also sets a vision for 2045: "A portion of businesses with world-renowned brands, leading certain supply chains, global value chains."

"Therefore, the establishment and implementation of activities by the leading business council of Vietnam by VCCI contribute to realizing the goals set by the Party and the State," shared Chairman Pham Tan Cong.

Chairman Pham Tan Cong proposed that immediately after the meeting, the Council will proceed to perfect organizational tasks: electing Vice Chairpersons of the Council and assigning tasks to council members; drafting and approving the Operating Regulations of the Council; establishing and implementing the activities of the Council's Secretariat; and expanding the membership. The content will be developed and implemented in line with the implementation program of Resolution 41-NQ/TW of the Politburo.

Specifically, the Council will undertake research or sponsor research on major issues related to Vietnam's economic development strategy, aiming towards the goal of building an independent, self-reliant, internationally integrated economy, especially the goal of making Vietnam a developed, high-income country by 2045.

Annually, they will develop and publish the Vietnam Economic Outlook report, providing recommendations on major and important issues based on the assessments and perspectives of leading Vietnamese businesses, organizing meetings and consultations directly with the Party and State leaders. In 2024, we will produce at least one report and organize two meetings for consultations with the Government and the National Assembly.

Additionally, task groups will be established to coordinate the implementation, organize research, and develop specialized consultation reports for each sector, providing recommendations. VCCI and the Council will collaborate to organize workshops, specialized conferences, or meetings for direct policy consultations with relevant ministries and sectors. In 2024, we plan to develop 1-2 specialized reports on sectoral development, based on the initiatives and proposals of members and the consensus of the Council.

In addition, participating in building the media environment, the press promotes enterprise development. Organizing propaganda activities to enhance social awareness of the position, role, and importance of building a team of leading enterprises for the country. Coordinating with media agencies to develop sections, communication programs for the development of ethnic businesses, and leading Vietnamese enterprises within the framework of the Cooperation Program between VCCI and the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association. The Council will coordinate with VCCI to support member enterprises in building close cooperation relationships with media agencies and assist in handling media crises when necessary…

To successfully implement the above-mentioned work program, Chairman of VCCI Pham Tan Cong also proposed the Council to elect the Council Secretariat.

"This year is the year of the Dragon, the symbol of strength, belief, and splendid success, so I completely trust that the Council will have a very successful year of the Dragon 2024. I propose all Council members to uphold the spirit of solidarity, innovation, and creativity to overcome all difficulties, challenges, and together achieve new accomplishments for the country, for the business community," Chairman Pham Tan Cong expressed.
