The Provincial Competitiveness Index (PCI) of 63 provinces and cities based on the assessment of 10,000 enterprises will be announced on May 6, 2025 in Hanoi.
Information from the Vietnam Chamber of Commerce and Industry (VCCI) - the unit conducting the annual PCI Report research. The PCI Report announcement period is for 2024, based on the survey results of 10,000 enterprises nationwide.
PCI 2024 marks the 20-year journey of this index being born and announced in Vietnam, but is also the last Report with all 63 provinces and cities before the merger of localities is carried out according to Resolution 74/NQ-CP of the Government on the promulgation of the Plan to implement the arrangement of administrative units and build a 2-level local government organization model.
Quang Ninh, Long An, Hai Phong hold the first 3 positions of PCI 2023
In PCI 2023, announced in early 2024, Quang Ninh, Long An, Hai Phong are holding the first 3 positions. Of which, Quang Ninh has almost no rivals when it is at the top of the PCI table for the 7th time. Long An won the second place for the first time.
In the Top 30 provinces at the top of the PCI 2024 table, the two economic locomotives of the country, Ho Chi Minh City and Hanoi, are close together at positions 27 and 28. Compared to the previous ranking, Ho Chi Minh City successfully maintained its position, while Hanoi lost 8 places. Meanwhile, Hai Duong, Binh Thuan, Ninh Binh, Tay Ninh, Dak Nong, Ca Mau, Tien Giang and Thanh Hoa are new faces in the Top 30 compared to the previous ranking.
Some of the above localities will be present for the last time in PCI 2024, before the merger.
It should also be added that the PCI Report is an annual publication conducted by VCCI to promote the building of a favorable and friendly business environment for enterprises. The report is also a vivid picture of Vietnam's business environment in the past year from the diverse perspectives of domestic and foreign investors, the reforms highly appreciated by enterprises, and the difficulties that enterprises are facing.
According to information from VCCI, the PCI 2024 Report continues to convey enterprises' assessments of the efforts of local authorities in managing, protecting the environment and promoting green investment and green practices of local enterprises, thereby recommending localities to promote green growth and sustainable development.
During the PCI 2023 announcement, 8 notable trends in the quality of provincial economic management were recorded. These are: the quality of provincial economic management has improved over time; business support has changed positively; Informal costs continue to decline.
More favorable market entry procedures; administrative procedure reform has achieved many positive results; obstacles in accessing land have increased; small and medium enterprises want a more equal business environment; need to revive the dynamic and pioneering spirit of provincial authorities.
However, PCI 2023 also recorded a slowdown in the rate of enterprises assessing the dynamism and pioneering spirit of provincial and municipal leaders. The rate of enterprises having to wait longer than prescribed to resolve land administrative procedures...
In particular, 73% of enterprises said they had to delay or cancel their 2023 business plans due to difficulties in carrying out land administrative procedures, 30.1% higher than in 2022.
