Thang Long Joint Stock Company is currently trading in charcoal (charcoal for BBQ) for Australia, Middle East and Europe Markets. The Company's charcoal export products are charcoal from households such as: Labels, Eucalyptus, Pomelo, Rambutan ..., are collected and processed by requirements of the importers. FOB prices range from US $ 450 - US $ 650 per ton, depending on the type of coal, packing and packing specifications ..., which is higher than the average FOB value of the charcoal. In Asian countries like Thailand, Indonesia, that currently only ranges from $ 350 to $ 500 per ton.

In the process of export of charcoal and carry out customs procedures, when requested by the customs office on inspection and consultation of businesses prices, Thang Long Joint Stock Company always coordinate, execute fulfillment requirements. However, the export of goods often have to consult the price, it takes a lot of time, increasing costs of businesses and customs, although the company is the exporter of charcoal products for many years.

According to Thang Long Joint Stock Company, difficulties that related to the export procedures of the Company regarded to the implementation of Decision No. 1114 / QD-TCHQ dated April 10, 2014 of the General Department of Customs. The Company quoted the reference price of charcoal in the Decision No. 1114 / QD-TCHQ and stated some practical points as follows:

- The item of charcoal from items 73 to 80 (in the list of commodities and reference prices of Decision No. 1114 / QD-TCHQ) actually divided into 2 types of charcoal such as charcoal and white charcoal, in which:

+ Charcoal (also known as black charcoal) includes the commodity names in items 73, 74, 75, 79 and 80 in the list of commodity codes and reference prices of Decision No. 1114 / QD-TCHQ, produced from various types Eucalyptus, Eucalyptus, Labels, Fabrics ...

+ White charcoal are the commodity names in Sections 76, 77 and 78 in the list of commodity codes and reference prices of Decision No. 1114 / QD-TCHQ, which may also be produced from eucalyptus, , Labels, Fabrics ... but production techniques are different from other charcoal .

- Regarding the reference price of the Decision: Thang Long Joint Stock Company commented on the need to distinguish the price of charcoal (black charcoal) production costs are lower, equivalent to 50% compared to the white charcoal. Therefore, the selling price of charcoal in the market is only 40-50% of the selling price of white charcoal. The white charcoal is mainly supplied to Japan and Korea, while demand for charcoal is very large and common. Vietnam's charcoal quality is in line with the world market's demand, although prices are higher than those of ASEAN countries but are still acceptable at FOB prices of $ 400- $ 650 / ton(depending on the packing specification).

Thang Long Joint Stock Company said that in fact, the item of charcoal is different from white charcoal and it is necessary to adjust regulations to overcome the above inadequacies. Thang Long Joint Stock Company recommended the Ministry of Finance and the General Department of Customs to consider and amend the list of commodity codes in the Decision No. 1114 / QD-TCHQ, rearranging the codes of goods items 73, 74 , 75, 79, 80 belong to commodity group of charcoal and adjust the reference price for reasonable charcoal with the actual selling price in the range of USD 400 - 650 / ton (FOB price).

Regarding this content, on July 4, 2017, Thang Long Joint Stock Company issued the Official Letter No. 2617 / CV-TLC on the adjustment of commodity name, reference price of charcoal to conform with Actual selling price (content as reflected on page 2 in Annex 1 Official Letter No. 2047 / PTM-VP dated August 21, 2017).

However, in the Official Letter No. 2617 / CV-TLC, the Company has not provided relevant documents and receipts, so the General Department of Customs (the Import-Export Tax Department) has issued the Official Letter No. 2738 / TXNK-TGHQ On July 26, 2017 to request the company to provide documents and receipts related to the name and price of exported charcoal for export to the General Department of Customs (the Import-Export Tax Department) for consideration.
