Solving quarantine procedures problems to imported plant origingoods

(Chinhphu.vn) –Through the receiving and responding system of businesses’ recommendations , the Nhung Nhu Joint Stock Company (in Ho Chi Minh City) requests the competent authorities to consider and remove problems of imported food safety inspection procedures with sauce that hasplant origin and mustard.
The Nhung Nhu Joint Stock Company specializes in importing and trading in food products which are products made from plants such as kinds of sauces, mustard.
The company usually conducts import registration procedures at Region II Quarantine Sub-Department to carry out inspection procedures, issue certificates and customs clearance. However, since January 15, 2018, this agency has refused to receive documents and issue certificates for items in Appendix 8 of the Circular 24/2017 / TT-BNNPTNT on the grounds that their upper level do not allow to do procedures without providingany documents.
The company contacted the Customs Department and was responded that these were items under the management of the Ministry of Agriculture and Rural Development, so it is only allowed for customs clearance when there were certificates of quality imported from the Authorities of this Ministry.
The company imported goods to the port, but it could not carry out the procedures for receiving goods. The Nhung Nhu Joint Stock Company would like to request competent authorities to consider, support procedures for customs clearance in order to avoid damagesfor the company.The Plant Protection Department - Ministry of Agriculture and Rural Development has the following opinions:

On February 2, 2018, the Government issued a Decree No. 15/2018 / ND-CP detailing the implementation of a number of articles of the Law on Food Safety that be effective from February 2, 2018, Accordingly, imported food must carry out State inspection of food safety except the cases specified in Article 13 of the Decree No. 15/2018 / ND-CP.
The Government assigned the Ministry of Agriculture and Rural Development to manage food products / product groups specified in Appendix III issued with the Decree No. 15/2018 / ND-CP, including sauce and mustard.
Implementation of this provision, on February 8, 2018, the Plant Protection Department issued a document to direct regional Plant Quarantine Sub-Departments to inspect imported food safety for food products. origin of plants specified in Appendix III issued with the Decree No. 15/2018 / ND-CP.
Thus, the Company can now contact the Region II Plant Quarantine Sub-Department to register for food safety inspection for imported food that is original-based and mustard.
