Solving problem on leave certificate to get social insurance with F0 cases

Ms. Nguyen Thi Khanh Ly works at ITSUWA Vietnam Co., Ltd - Ho Chi Minh City branch but pays social insurance in Dong Da district, Hanoi. On March 15, 2022, she got COVID-19 (F0), and completed home isolation on March 25, 2022.
The medical station of Tan Thuan Tay ward, District 7, Ho Chi Minh City granted Ms. Ly a certificate of leave to get social insurance with the signed date on the paper as March 28, 2022.
On April 15, 2022, Ms. Ly's company in Hanoi apply social insurance for her sickness benefits and submitted it to Dong Da District Social Insurance.
On May 4, 2022, Ms. Ly's application was returned by Dong Da District Social Insurance, refusing to pay her sickness benefits for the reason that her certificate of leave of absence for getting social insurance was not the first day of signing while being isolated (March 15, 2022).
The same certificate of leave to get social insurance for people with COVID-19 but Ho Chi Minh City and Hanoi handle the sickness regime differently, causing difficulties to employees.
Ho Chi Minh City has an official letter from the Department of Health for the issuance of a Certificate of Social Insurance Benefit for people with COVID-19 (9604/SYT-NVY) and applies the signing date as the day after completing the isolation.
The Social Insurance of Dong Da District applies Circular No. 56/2017/TT-BYT (This Circular provides for medical examination and treatment that appoints a doctor to take sick leave), so Ms. Ly's certificate of leave for getting social insurance benefits was refused to pay by the Dong District Social Insurance.
Ms. Ly has repeatedly gone to the Health Station of Tan Thuan Tay Ward, District 7 to request an adjustment of the signing date in the Certificate of leave to get social insurance, but was refused to re-issue it and said that she had done it in accordance with Official Letter 9604/SYT -NVY of the Department of Health of Ho Chi Minh City.
Ms. Ly asked the competent authority to consider and resolve her case soon.
Hanoi City Social Insurance responded to this question as follows:
Dong Da District Social Insurance has checked the data. Accordingly, on April 8, 2022, the Social Insurance Administration of District received the application for settlement of sickness benefits from Ms. Nguyen Thi Khanh Ly, the application includes the list of form 01B-HSB and the certificate of leave with payment of social insurance contributions. The re-issuance mark was granted by the Medical Station of Tan Thuan Tay Ward - Medical Center of District 7, Ho Chi Minh City to take leave from March 15, 2022 to March 25, 2022, diagnosis of SARS COV-2 rapid test with results positive (issue date March 28, 2022). Therefore, the District Social Insurance has returned the dossier to the employee to complete the document in accordance with regulations.
On May 6, 2022, ITSUWA Vietnam Co., Ltd. submitted the application for the second payment to Ms. Nguyen Thi Khanh Ly together with Official Letter No. 9604/SYT-NVY dated December 22, 2021 of the Department of Health of Ho Chi Minh City. on the issuance of certificates of leave to get social insurance for people with COVID-19 isolated at home.
After consulting the leaders, on May 9, 2022, Social insurance department of Dong Da district settled the sickness regime for Ms. Nguyen Thi Khanh Ly.
