Resolution 35 / NQ-CP in the third quarter  2017

ToGOVERNMENT

     The Chamber of Commerce and Industry of Vietnam (VCCI) would like to report on the implementation of the tasks assigned in Resolution 35 / NQ-CP dated 16 May 2016 by the Government on supporting and developing enterprises to 2020, solving difficulties and obstacles as well as recommendations of enterprises in the third quarter 2017 as follows:

 

I. GENNERAL RESPONSES ON RECOMMENDATIONS OF ENTERPRISES UNDER RESOLUTION No. 35 / NQ-CP OF MINISTRIES in THE THIRD QUARTER 2017

1. The situation of response to the recommendations implemented by the Government’s Office

- In July 2017, VCCI received 27 documents from 12 ministries, branches and localities to respond to recommendation of enterprises (incorporated in VCCI's Report No. 2047 / PTM-VP dated August 21, 2017 on the implementation of the Resolution 35 in July 2017).

- In August 2017, VCCI received 32 documents from 13 ministries, branches and localities to respond to the recommendations of enterprises (incorporated in VCCI's Report No. 2360 / PTM-VP dated September 21, 2017 on the implementation of the Resolution 35 in August 2017).

- In September 2017, VCCI received 21 documents from 6 ministries, branches and localities to respond to recommendations of enterprises. These recommendations are mainly collected by the Government’s Office through the system of receiving and response to the recommendations of enterprises on the portal of the Government.

In total, in the third quarter of 2017, VCCI received 80 documents for response to recommendations of enterprises from ministries, sectors and localities. These documents have been fully disclosed on the VCCI’s website as provided in Resolution 35.

The written documents answered to recommendations of enterprises that VCCI received in September 2017 were especially as follows:

1.1. The Ministry of Transport

1.1.1- An Official Letter No. 10555 / BGTVT-VT dated September 18, 2017 of the Ministry of Transport responded to the recommendation of Chinh Kem and Bac Lieu ltd Co., on the dossier and procedures for granting the trucks’ badges of the Department of Transport of Bac Lieu Province. The Ministry of Transport has instructed Department of Transport of Bac Lieu Province to consider, resolve and issue the trucks’ badges to Kemaco after the company has fully supplemented the components of the dossier as prescribed. (In reply to the Official Letter No. 9435 / VPCP-DMDN dated September 18, 2017 of the Government’s Office)

1.1.2- An Official Letter No. 10848 / BGTVT-KHCN dated September 25, 2017 of the Ministry of Transport to the Ministry of Science and Technology for the draft of Circular No. 23/2013 / TT-BKHCN on measurement of group 2. The document conveyed the views of the Ministry of Transport about the recommendations of motor vehicle registrars regarding the inadequacies in inspection and calibration of motor vehicle’s inspection equipment, including the following contents:

- Did not put the test equipment in the line of inspection of motorized vehicles into the list of means of measurement group 2 to avoid an overlapping between state agencies, cause difficulties for enterprises, be expensive and waste of money.

- The specialized management agency would continue to carry out the inspection, assessment and calibration of inspection equipment in motor vehicle’s registration units as carried out from 1995 up to the present in accordance with the provisions of Decree No. 63/2016 / ND-CP dated 1 July, 2016 of the Government, to avoid the risk of increasing financial burden and introducing more administrative procedures for enterprises providing inspection services. Motor vehicles, in accordance with the spirit of Resolution 19 and Resolution 35 / NQ-CP dated May 16, 2016 of the Government

1.2. Ministry of Planning and Investment

1.2.1- An Official Letter No.7492 / BKHDT-QLĐT dated September 13, 2017 of the Ministry of Planning and Investment responded to the recommendations of the Department of Natural Resources and Environment of Hai Duong Province on regulations for procurement of public products and services (in reply to the Official Letter No. 8980 / VPCP-DMDN dated August 23, 2017 of the Government’s Office.

1.2.2- An Official Letter No. 7558 / BKHDT-QLĐT dated September 18, 2017 of the Ministry of Planning and Investment responded to the recommendations of the Thang Long International Trading and Service Joint Stock Company for the wrong company name in the offer and the bid in the orientation of being allowed to re-determine the name of the contractor according to the seal of the contractor on the bid (in reply to the Official Letter No. 9185 / VPCP-DMDN dated September 18, 2017 of the Government’s Office).

1.2.3- An Official Letter No. 7559 / BKHDT-QLĐT dated September 18, 2017 of the Ministry of Planning and Investment responded to the recommendation of Electricity Engineering 3 Consulting Joint Stock Company  that the consulting contractor can participate in providing one or many consultancy services for the same project or bidding package (in reply to Official Letter No. 9100 / VPCP-DMDN dated August 26, 2017 by the Government’s Office).

1.2.4- An Official Letter No. 7638 / BKHDT-QLĐT dated September 20, 2017 of the Ministry of Planning and Investment responded to recommendations of Ms. Nguyen Thi Uyen (372/25 Dien Bien Phu, Ward 17, Binh Thanh Dist., Ho Chi Minh City). ) on guiding the implementation of procurement law on conditions for contractors participating in EPC tender packages as the main contractor (in reply to the Official Letter No. 9434 / VPCP-DMDN dated September 6, 2017 of the the Government’s Office).

1.2.5- An Official  Letter No. 7762 / BKHDT-QLĐT dated September 25, 2017 of the Ministry of Planning and Investment responded to the recommendation of Mr. Nguyen An Khanh - Infrastructure Project Management Board 3, Mobifone Telecom Corporation for training activities of bid and practice certificates of bid activities for individuals who directly involved in bidding consultancy activities. (in reply to the Official Letter No. 9892 / VPCP-DMDN dated September 18, 2017 of the Government’s Office).

1.2.6-  An Official Letter No. 7893 / BKHDT-QLĐT dated September 29, 2017 of the Ministry of Planning and Investment responded to the recommendations of Dai Thien Truong Joint Stock Company on regulations on evaluation of bids according to the provisions of Decree 63 / 2014 / ND-CP of the Government. (in reply to the Official Letter No. 9811 / VPCP-DMDN dated September 29, 2017 of the Government’s Office).

1.3. Ministry of Finance

1.3.1- An Official Letter No. 4041 / TCT-CS dated September 6, 2017 of the General Department of Taxation - Ministry of Finance responded to the request of LK Land Real Estate Joint Stock Company on the invoices, in accordance with the provisions of clause 2.5 of the Circular No. 39/2014 / TT-BTC and to the Tax Department of Ho Chi Minh City to settle the recommendation to the company. (in reply to Official Letter No. 8759 / VPCP-DMDN dated August 18, 2017 of the Government’s Office.

1.3.2- An Official Letter No. 5904 / TCHQ-TXNK dated September 7, 2017 of the General Department of Customs - Ministry of Finance responded to the commendations of 4P Co., Ltd about not calculate the value added tax for exported goods. (in reply to Official Letter No. 8918 / VPCP-DMDN dated August 23, 2017 of the Government’s Office).

1.3.3- An Official Letter No. 5946 / TCHQ-TXNK dated September 8, 2017 of the General Department of Customs - Ministry of Finance responded to the recommendation of Vikom Company on tax policy for importing enterprises which do not directly produce goods for export but sell goods to other enterprises for the production of export products and regulations on fines for delayed tax payment (in reply to Official Letter No. 9065 / VPCP-DMDN dated September 8, 2017 of the the Government’s Office).

1.3.4- An Official Letter No. 12319 / BTC-TCDN dated October 15, 2017 of the Ministry of Finance responded to the recommendation of Ms. Do Thi Quynh, Viettel Trading and Import-Export Company regarding the request for handling of debts without abilities of recovery (in reply to the Official Letter No. 9182 / VPCP-DMDN dated September 15, /2017 of the Government’s Office).

1.3.5- An Official Letter No. 4389 / BTC-KK dated September 27, 2017 of the Ministry of Finance responded to the recommendation of Change Interaction Co., Ltd on guiding the re-declaration of tax for the canceled invoices during tax code locked. (in reply to Official Letter No. 8714 / VPCP-DMDN dated September 27, 2017 of the Government’s Office).

1.3.6- An Official Letter No. 13060 / BTC-TCDN dated September 29, 2017 of the Ministry of Finance responded to the recommendation of financial leasing company I (ALCI) on guiding the procedures for canceling securities’offers when equitization of ALCI and conversion of state-owned enterprises into joint stock companies in the condition of not completion of selling out of the shares offered for sale when implementation of equitization.

1.4. Ministry of Agriculture and Rural Development

1.4.1- An Official Letter No. 2122 / BVTV-KD dated September 13, 2017 of the Protection Department of the Ministry of Agriculture and Rural Development responded to the recommendation of the Vietnam Rice Milling Co., Ltd to remove difficulties for the company when importing 11,000 tons of wheat from the United States. The Official letter replied and confirmed that the company completed the dossier and on September 11, 2017 and issued a license for the company on import plant quarantine of 80,000 tons of wheat from the United States. (in reply to the Official Letter No. 9045 / VPCP-DMDN dated August 25, 2017 by the Government’s Office).

1.5. Ministry of Construction

1.5.1- An Official Letter No. 2089 / BXD-KTXD dated September 06, 2017 of the Ministry of Construction responded to Ms. Nguyen Thi Phu's proposal on payment and settlement of construction contracts. (in reply to Official Letter No. 8984 / VPCP-DMDN dated August 23, 2017 of the Government’s Office).

1.5.2- An Official Letter No. 2089 / BXD-KTXD dated September 6, 2017 of the Ministry of Construction responded to the recommendation of Mr. Tran Gia Ban for guidance on the law on adjustment of cost estimates of construction and finalization of completed projects. (in reply to Official Letter No. 9433 / VPCP-DMDN dated September 6, 2017 of the Government’s Office).

1.5.3- An Official Letter No. 2244 / BXD-HDXD dated September 21, 2017 of the Ministry of Construction responded to the recommendation of TST Trading and Service Co., Ltd on housing projects in blocks C1B and C2A of urban area of Van Canh University, Hoai Duc District, Hanoi City (in reply to the Official Letter No. 9106 / VPCP-DMDN dated September 21, 2017 of the Government’s Office).

1.6. Some other ministries, branches and localities:

1.6.1- An Official Letter No. 7279 / NHNN-TD dated September 12, 2017 of the State Bank of Vietnam responded to the recommendation of Mr. Do Quang Bac - Ha Tinh Trade and Service Co., Ltd. at credit institutions. Commercial banks with branches in Ha Nam noted the demand for loans from Mr. Do Quang Bac and would consider providing loans if Mr. Bac's company provided the plan to use the loan, documents showing financial capacity and repayment plan. (in reply to the Official Letter No.9105 / VPCP-DMDN dated August 28, 2017 of the Government’s Office).

1.6.2- An Official letter No.8198 / BCT-TTTN dated September 5, 2017 of the Ministry of Industry and Trade responded to the proposal for support to implement the project of opening Homart supermarket chain of Homart anti-counterfeiting technology import-export and trade JSC.. The Official Letter of the Ministry of Industry and Trade of Ho Chi Minh City, guiding the regulations and conditions for the incentive scheme and the agency dealing with the proposal of the company. (in reply to the Official Letter No. 8721 / VPCP-DMDN dated August 17, 2017 of the Government’s Office).

1.7. Responses to recommendations that were summarized by VCCI and send to the Government’sOffice:

In July 2017, VCCI received 8 written documents responding to 10 recommendations. In August 2017, VCCI received 8 written documents responding to 24 recommendations. In September 2017, VCCI received only one document from the People's Committee of Thua Thien Hue Province assigned the Department of Planning and Investment to respond to the recommendations of enterprises. These recommendations were submitted by VCCI to ministries from May 2017 to August 2017. The written documents responded to recommendations that VCCI received were posted on the VCCI’s website and conveyed to the recommended enterprises.

Thus, on September 30, 2017, there were remaining 22 recommendations that VCCI has sent, but has not yet received the reply, including:

- 04 recommendations in Annex 1, Report 1389 / PTM-VP dated June 13, 2017 of VCCI synthesizing the recommendations of enterprises in May 2017 were responsibilities of the Ministry of Natural Resources and Environment, People's Committee  of Lao Cai, Ha Tinh Provinces, Ha Tinh Provincial People's Committee, Ministry of Industry and Trade

-03 recommendations in Annex 1, Quarter II Report No. 1680 / PTM-VP dated July 14, 2017 of VCCI were responded by People's Committee of Lao Cai, Thua Thien Hue Provinces and People's Committee of Ha Noi City (People’ Committees of Ha Noi City and Thua Thien Province have written assignments for specialized research units to answer enterprises)

 - 07 Recommendations in Annex 1, Report No. 2047 / PTM-VP dated August 21,2017 of VCCI were responded by the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade and the People's Committees of Tien Giang and Lang Son Province.

- 08 recommendations in Annex 1, Report No. 2360 / PTM-VP dated September 21, 2017 of VCCI were responded by the Ministry of Finance, Natural Resources and Environment, Labor, Invalids and Social Affairs Health, Justice and People's Committees of Thua Thien Hue and, Phu Tho Provinces.

2. Recommendations that the Government’s Office informed to VCCI

- In July, 2017, VCCI received 74 recommendations from enterprises by the Government’s Office through the system of receiving and response to recommendations of enterprises on the Government's electronic portal. By the end of September 30, 2017, there were 62 recommendations  were submitted by ministries, sectors and localities.

- In August,2017, VCCI received 71 recommendations by the Government’s Office through the system of receiving and response to the recommendations of enterprises on the Government's electronic portal. By the end of September 30, 2017, there were 46 recommendations by ministries, sectors and localities. There were 25 unanswered recommendations (see attached list in Appendix 2). All recommendations are overdue for answers.

- In September 2017, VCCI received 56 recommendations from the Government’s Office through the system of receiving and response to the recommendations of enterprises on the the Government’s electronic portal. By the end of September 30, 2017, there were 14 recommendations received by ministries, sectors and localities and 42 recommendations were not responded. (list attached as Annex 3), some of which are overdue for answers.

- In the third quarter 2017, VCCI received 201 recommendations by the Government’s Office through the system of receiving and response to the recommendations of enterprises on the the Government’s electronic portal. According to the VCCI, by the end of September 30, 2017, there were 122 recommendations received by ministries, sectors and localities. The remaining 79 recommendations were not responded and took 39.3%. Most of these recommendations are overdue by the Government’s Office, there are 79 recommendations that have been not answered  due to regulations of the Government’s Office. The Government’s Office sent official letters, but ministries, branches and localities have not answered.

 An assessment of the business community on a number of government’s reforms:

The business community has highly appreciated that the Government continues to assign ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces and cities directly under the Central Government and concerned agencies to focus drastically, seriously implement the tasks and undertakings on improving the business environment, quality of growth, labor productivity and competitiveness of the economy in the spirit of accompanying enterprises; Has created a favorable environment for enterprises to invest and do business. The Government has determined to abolish barriers, to regulate unnecessary, unreasonable business conditions, to expand market access, promote fair and equal competition with the aim of removing at least 1/3 to 1/2 of the current business conditions in the management and administrative procedures, which have been obstructing and hampering the business investment activities of enterprises.

In the third quarter 2017, the enterprise community and the sociality also have appreciated a number of measures to reduce barriers, business conditions, sub-licenses of the Government and some ministries,

- The working group of the Prime Minister has carried out the survey, review and evaluation of the specialized inspection of the ministries for import and export goods. The working group has been working hard on the reform of specialized inspection at the Ministry of Industry and Trade and Hai Phong City. Based on the results of the review and evaluation, the Working Group advised the Government to request the specialized management ministries to review, amend and supplement the list of products and goods subject to specialized inspection in the direction to reduce at least 50% of the items in the list of goods group 2 that be subject to state inspection before customs clearance and complete these before June 2018, and meanwhile, has accelerated the elaboration of amendments and supplements or to replace legal documents according to their competence prescribed for specialized inspection as reported in the above-said documents and promulgated them soon for implementation, has ensured practical effectiveness and created favorable conditions for them  and cut costs for production and business activities of enterprises.

The working team of the Prime Minister has carried out the survey, review and evaluate the specialized inspection of the ministries and branches for import and export goods. The working team has been working hard on the reform of specialized inspection at the Ministry of Industry and Trade and Hai Phong City.

The Ministry of Industry and Trade issued Decision No. 3610a / QD-BCT promulgating the plan on reducing and simplifying the investment and business conditions in the field of state management of the Ministry of Industry and Trade in the 2017-2018 period. According to this condition, there are 675 investment conditions to be cut. This is the largest number ever seen in the history of industry and trade proposed by M & E units, higher than the initial 63 conditions and take  55.5% of total business investment conditions.

-  The Ministry of Construction has cut from 93 administrative procedures to 46 (51%) in the construction sector. Time for solving administrative procedures  decreased 25% in comparison to before. Specifically, the 1/500 detailed plan of the project has been reduced from 30 days to 25 working days (5 days reduction). The time limit for approval of the planning shall not exceed 15 working days; The time for construction permits has been reduced from 7 to 10 days and the time for checking and acceptance is reduced by 10-20 days.

- The Ministry of Agriculture and Rural Development has instructed units to review and amend the regulations on specialized management and inspection and the list of goods that be subject to specialized inspection in the fields managed by the Ministry to avoid overlapping and reduction of inspection points at border-gates: To conduct inspections only at borders for goods which have gravity to spreading epidemics (plant quarantine, quarantine and veterinary hygiene inspection of aquatic and animals); Goods are subject to quality inspection and food safety inspection shall be implemented in the direction of risk management after customs clearance.

The business community would like to committe to reduce barriers, business conditions, administrative procedures, reducing business costs for businesses of ministries, sectors and localities.

1. IMPLEMENTATION OF RESOLUTION No. 35 / NQ-CP OF VCCI

In the third quarter 2017, VCCI has carried out the following tasks:

Has implemented activities contributing to administrative reform, has created favorable conditions environment to support start-up and innovative enterprises; has ensured business and equal rights, equal in accessing to resources and business opportunities of enterprises; has reducedbusiness costs for enterprises and protected the legitimate rights and interests of enterprises:

- Have consulted the business community to comment on many important legal documents and draft legal documents such as the Law on physical training and sports; the Law on Fisheries; The Law on Value Added Tax, the Law on Special Consumption Tax, the Law on Corporate Income Tax, the Law on Personal Income Tax, and the Law on Natural Resource Tax that shall be amended and supplemented. Have joined the appraisal council, examined many draft decrees and decisions of the Prime Minister. Participation in drafting committees, editorial teams, meetings of appraisal, appraisal and consultation of business community; comments on legal documents increasingly show the role and position of VCCI. in law-making related to enterprises.

- Have coordinated with the organization of many forums, conferences, seminars and important dialogues to discuss the proposed policies and laws with the Party and the State relating to socio-economic development and environmental improvement. Have improved business investment and support to business community’s development. Some outstanding activities such as:

 + Co-ordinated with the People's Committee of Danang City, the Central Coast Region Coordination Board to held the Central Economic Forum in 2017 (2nd) with the theme "The Road to Sustainable Central Economic Development".

The Forum was attended and chaired by Deputy Prime Minister Vuong Dinh Hue, leaders of a number of ministries and central agencies, 10 coastal central provinces, national and international economic experts, researchers as well as 400 leaders of economic groups, enterprises in the Central Coast region and the whole country. The objective of the forum was to provide practical solutions that help accelerate the breakthrough of central economic development by analyzing the relevance, effectiveness and impact of existing policies with the central economic region. The Forum focused on three main topics: Solutions for removing barriers in mechanisms and policies to create breakthrough development in the Central Coast; solutions for creating a harmonious development between local economy and joint development of the sustainable Central Coast; private economic development - a driving force for sustainable economic development in Central Vietnam.

+ Coordinated with the Central Economic Commission and the People's Committees of 8 provinces in the Southeastern Region to organize the 2nd Southeastern Economic Forum in 2017 with the theme "Economic Restructuring and Transformation of Growth Mechanism based on regional links" in Ho Chi Minh City with the participation of leaders of the Central Economic Commission, VCCI, some ministries, branches and eight provinces in the East Coast of about 500 enterprises in the region. The forum aimed to find a common voice to address some of the issues facing the Greater Mekong Subregion, including: Pointed out the bottlenecks in regional economic integration and the discussions which would find solutions to create connectivity in terms of infrastructure, planning, policies, directing implementation etc from the central to localities to achieve the highest efficiency; have developed specific institutions for intra-regional coordination, reported to the Politburo and the Prime Minister so that the Politburo and the Prime Minister can set up the Central Danang Economic Zone. Promoted the promotion of economic links, cultural and social development; infrastructure and, information’s connections; has improved the provincial competitiveness index (PCI) of each province, city that belong to Southeastern Regionin order to improve PCI in the whole region. At the same time, has completed the registration target of 500,000 enterprises operating effectively until 2020; has promoted startup programs and train business executives in the region to achieve the goal of 500,000 effective enterprises.

 + Organized 2 workshops to collect opinions on the recommendations of the project. Law on amendment and supplementation of some articles of the 5 law on tax , including Law on Value Added Tax, Law on Special Consumption Tax, Law on Corporate Income Tax , The Law on Personal Income Tax and the Law on Natural Resource Tax. This is a draft that is specially interested to the public, business community, associations and economists because the regulations are assessed will have a great impact on many areas, many subjects from the people to enterprises. Based on the synthesis of comments from enterprises, experts and researchers, VCCI developed a written proposal to the Ministry of Finance.

- Attended the Asia-Pacific Economic Forum 2017 in Singapore organized by the World Bank and Lee Kuan Yew University's National Policy College. The president of VCCI Vu Tien Loc, Singapore Minister of the Interior and Justice, was the guest of honor, invited to speak at the opening ceremony with the attendance of 300 scholars and academics from Asia. The opening speech of the VCCI’s President, entitled "Vietnam will be potential to become the driving force for development of the region”.

- Has continued monitoring and guiding the professional activities of the employers’ 'representatives for VCCI, branches in localities, the employers' councils at the local enterprises associations when participating in the mechanism. The three sides of industry relations, especially involved in the settlement of labor disputes and cases of strikes or strikes that are not in accordance with law. At the same time, training courses on labor protection, occupational safety and hygiene in the provinces will be organized.

+ Attended the three-session meeting of the National Salary Council to discuss the region's minimum wage increase in 2018 aimed to discuss and negotiate the region's minimum wage increase’s rate in 2018 with the Viet Nam General Federation of Labor and the Ministry of Labor, Invalids and Social Affairs. After 3 negotiation’s sessions, the members proposed to choose the last two final alternatives of 2 parties, in which VCCI proposed 6.5% and Vietnam General Federation of labor proposed 7% to vote. Results showed that 8 out of 14 members chose the plan of 6.5% (57.14%) and 6 out of 14 members chose the plan of 7%, take 42.86%. With the result of voting on the adjustment of the average wage in the 2018 average of 6.5% will be submitted by the Council to the Prime Minister for approval.

2. Has carried out trade promotion and investment activities as well as programs and projects to support the raising of the competitiveness of enterprises and business associations.

- Organized an enterprises delegation accompanying the Prime Minister to visit, work and attend the G20 summit in Germany and officially visit to the Kingdom of the Netherlands. In Germany, VCCI co-organized the Vietnam-Germany Enterprises Forum with the theme "Vietnam - Destination of German enterprises" which attracted more than 650 representatives of local enterprises. In the Netherlands, VCCI co-organized the Vietnam Business Forum with the theme "Towards a sustainable future", attracted the participation of nearly 300 local enterprises. The two business forums held during this trip of the Prime Minister attracted the special attention of local businessmen in the process of finding and developing partnerships with Vietnamese enterprises. At the Forum, German and the Netherlands businesses introduced about the business environment and policies to attract investment in Vietnam. At the same time, , enterprises participated in the Forum had the opportunity to meet directly and learnt about opportunities for cooperation with Vietnamese partners. Also at the Forum, the Prime Minister witnessed many cooperation agreements, economic contracts between the two parties were signed, many contracts have worth several hundreds million euros: Strategic Business Partnership Agreement in Renewable Energy Group of Central Group and Enercon Group, Germany have worth 800 million euros in 5 years. - Organized some of the APEC 2017 activities are as follows:

+  With a role of the President of APEC Business Summit (CEO Submit)and APEC Secretariat 2017, VCCI ‘s President of VCCI, Mr. Vu Tien Loc and leaders of APEC Business Advisory Council (ABAC Vietnam) ) had a talk with President Tran Dai Quang on the situation and performance of ABAC Vietnam in 2017 as well as recommendations of the APEC business community to the leaders of APEC’s economies. As President of the APEC for the Year 2017, President of the Socialist Republic of Viet Nam, Mr. Tran Dai Quang appreciated ABAC's report and recommendations to the leaders of the economies of Asia and Pacific. APEC includes more than 20 recommendations from three groups.

+ Organized the Startup Forum for APEC 2017 with the theme of Building Innovative Business Ecosystems to help small and medium enterprises enter the global supply chain from September 11-12, 2017 in Ho Chi Minh City. This was the initiative of VCCI with the cooperation of Microsoft Corporation, Phu My Hung Development Company, The Asia-Pacific Fund (Canada) ... to provide opportunities for APEC economies to share experiences and propose initiatives to build APEC and share common interests and sustainable development. The APEC 2017 Debate Forum focused on supporting and developing micro, small and medium enterprises, especially start-ups such as facilitating MSMEs to innovate, build opportunities for regional and international integration, has accessed the global value chain from the start up time; has promoted economic and social growth in a sustainablely and friendly environmental manner.At the forum, the Vietnamese side shared their experiences in building innovative eco-systems such as promulgating the Law on Support of Small and Medium Enterprises, implementing many policies to support individual business households on the other hand, VCCI has been advising the Government on building policies to link domestic startup enterprises with APEC and global economies. At the same time, has supported business knowledge so that entrepreneurs can capture opportunities as well as overcome the challenges in the future. The APEC 2017 Forum launched a joint statement on promoting entrepreneurship, microenterprise development, small and medium enterprises for the APEC Small and Medium Enterprises (APEC).

+ In the context of the events of the APEC Women and Economic Forum (APEC) 2017, VCCI co-organized the "Women and Economic Dialogue on APEC Economic Dialogue - Women Entrepreneurs Forum: Women Entrepreneurs with attendance and chaired by Vice President Dang Thi Ngoc Thinh, Minister of Labor, Invalids and Social Affairs, VCCI Chairman and nearly 600 delegates from APEC economies. , international organizations; VCCI coordinated General directors, managing directors (CEO) of several large corporations in the world and in Vietnam, APEC and ASEAN Women Entrepreneurs, public and private sector representatives from 21 APEC’s economies. Through dialogue, women entrepreneurs had the opportunity to discuss with leaders of economies and international organizations on solutions to empower women's economic empowerment and joint promotion. Women’s integration and full participation in the global market, on the basis of policy recommendations and the replication of successful models and experiences aimed at sustainable economic growth and covering growth of the Asia Pacific region.

At the same time, VCCI also launched initiatives to link women's associations and communities to support women in a more effective, creative economy. APEC is aiming to establish a "She Means Business" movement in APEC’s economies through the establishment of an APEC Network of Women Entrepreneurs to share, learn and interact with each other.

+ Has continued preparations for the APEC High Level Week held in November in Da Nang

- Organized many business forums in the framework of visits and work in Vietnam by leaders of business delegations of countries coming to find markets, look for partners in Vietnam. Some prominent activities were as follows: Organized the Vietnam-Turkey Business Forum during the official visit to Vietnam by the Prime Minister of Turkey; Vietnam - Mozambique Businesses Roundtable on Mozambique Prime Minister’s visit, Carlos Agostinho; organized the Vietnam-Hungary Business Forum in the framework of the official visit to Vietnam by the Hungarian Prime Minister; organized the Vietnam-Turkey Business Meeting 2017 within the framework of the 7th session of the Vietnam-Turkey Joint Commission; collaborated with the Ministry of Foreign Affairs of El Salvador to organize a seminar "Introducing investment opportunities and developing trade with El Salvador market".

  1. General difficulties and obstacles of enterprises:

In the third quarter of 2017, VCCI has continued to receive the recommendations of businesses to convey to the ministries and localities. Through monitoring, the VCCI noticed some outstanding business issues in the third quarter as follows:

- Enterprises have been very interested in the project of law amending and supplementing a number of articles of the 5 laws o tax including: Law on Value Added Tax, Law on Special Consumption Tax, Law on Corporate Income Tax, Law on Personal Income Tax and Law on Natural Resources Tax. With the current economic situation in the country, many opinions of businesses that increased the tax on some items and VATetc, and need to carefully consider and build long-term roadmap to avoid affecting "health " of the economy.

- The regional minimum salary increase, social insurance costs should be considered and a roadmap appropriate to the stamina of enterprises; The government should continue to have policies to improve the skills of workers to increase productivity and reduce labor costs, especially for labor-intensive sectors such as textile and garment, leather and footwear. ....

- Businesses operate in the field of food and fisheries strongly recommended the Ministry of Health's specialized inspection according to Decree 38 / NQ-CP which is being amended by the Ministry of Health.

- Inspection and inspection of enterprises continue to be recommended by many businesses. As reflected by many enterprises, the direction only inspect once per year by the Prime Minister has not been strictly complied.

- Enterprises continue to have problems about tax policies, tax administrative procedures, customs. Many enterprises have proposed high land use fees or lack of land for production, business and site clearance.

In September 2017, VCCI continued to cooperate with ministries, localities and business associations to bring together new business proposals. The list of new recommendations was presented in Appendix 1.
