The Chamber of Commerce and Industry of Vietnam (VCCI) is pleased to report on the implementation of the tasks assigned in the Resolution 35 / NQ-CP dated 16 May 2016 by the Government on supporting and developing enterprises to 2020 for August 2018, particularly isas follows:

I. IMPLEMENTATION OF BUSINESSES’ RECOMMENDATIONS UNDER THERESOLUTION No. 35 / NQ-CP OF MINISTRIES AND BRANCHES

Recommendationsassemblage of businesses

During the month, VCCI received 30 new recommendations from enterprises and business associations, particularlyisas follows:

- VCCI received 6 recommendations from businesses and business associations, particularly is as follows: Revising the proposed excise tax on sweetened sugar; proposed the amendment of the regulations on the royalty price bracket for groups and types of natural and physical resources under the Circular No. 44/2017 / TT-BTC of the Ministry of Finance; Comments on the drafted decree replacing the Decree 86/2014 / ND-CP dated 10 September 2014 of the Government on the conditions of automobile transportation business; recommendations of the National Office of Intellectual Property - The Ministry of Science and Technology to revoke the patent infringement of the industrial design; recommendations on supporting Vietnamese businesses to increase access to credit, through improved governance and transparency of financial operations; the reflections on the "White Amiang Roadmap to Stop Production of Amiang Roofing from 2023". (Details are presented in Annex 1, attached to the report)

- The Government’s Office sent the VCCI for following-up of 24 responses. According to the VCCI, up to August 31, 2018, there were 19 recommendations submitted by ministries, sectors and localities, while five unanswered proposals were not responded under the responsibility of the Ministries of Finance and the Ministry of Agriculture and Rural Development, Planning and Investment, Ministry of Culture, Sports and Tourism and the People's Committee of Ho Chi Minh City. All unanswered recommendations have been submitted to the ministries, branches and localities for approval by the Government’s Office. (See Annex 2, attached).

In August 2018, the VCCI received 30 documents responding to 31 business proposals of 11 ministries, sectors and localities. These documents were fully disclosed on the website of VCCI as stipulated in the Resolution 35. Details are as follows:

The time limit set by the Government’s Office in the official letter ofrecommendation to ministries, branches and localities.

Details of the responses to business proposals from ministries, sectors and localities are presented in Annex 3, attached to this Report.

According to the VCCI, from January 1, 2018 to August 31, 2018, there were 58 proposals from businesses and business associations that be not responded by ministries, sectors and localities. The Government’s  Office received the notification to VCCI and 22 recommendations received by the VCCI to the ministries, branches and localities. These recommendations wereresponded by the Ministries of Transport; Justice; Finance; Natural Resources and Environment; Agriculture and Rural Development; Science and technology; Centre Bank of Vietnam; the Ministries of Construction; Industry and Trade; Medical; Planing and Investment; Labor, Invalids and Social Affairs; the People's Committees of Hanoi; Da Nang, Ho Chi Minh City; Hai Phong, Lao Cai; Phu-Tho; Tuyen Quang; Bac Kan; Kien Giang; Tay Ninh and Vinh PhucProvinces. In general, the number of recommendations that were not responded under the responsibility of the People's Committees of provinces and cities under the central government is quite high. (See Appendix 4 attached to the report)

II. IMPLEMENTATION OF THE RESOLUTION No. 35 / NQ-CP OF THE VCCI

In August, the VCCI implemented the following tasks:

Implemented activities contributing to administrative reform, createdfavorable conditions for enterprises; created a favorable environment to support start-up businesses, innovative enterprises; ensured business rights, equal access to resources and business opportunities of enterprises;reduced business costs for businesses and protect the legitimate rights and interests of enterprises:

- VCCI completed 13 drafts and completed two legal normative documents draft, namely: the Law on Public Administration; the Law on Tax Administration (amended); The revised Decree on business conditions of the Ministries of: Natural Resources and Environment, Labor, Invalids and Social Affairs, Transport, Agriculture and Rural Development, etc. Particularly, the Government’s Prime Minister's directives on enhancing the prevention and effective handling of harassment and causing troubles for people and enterprises in settling affairs; the Decision of the Prime Minister stipulating the import of machinery, equipment and technological lines up to 2025; policies and the status of investment incentives in Vietnam; the scheme for improving the quality of higher education 2018-2025.

- Coordinated with the Ministry of Transport to organize a workshop to improve the Law on Road Traffic (amended). The revised project focused on economic and management issues in the transport sector such as the mobilization of social resources to build road traffic infrastructure; the legal framework for new vehicles, intelligent means of transport; application of information technology management, smart traffic management ... The conference discussed many issues that businesses are having difficulty such as fees for overlapping, road maintenance, taxi management technology for the car ...

- As a representative for employers in Vietnam, the VCCI and some business associations participated in the third meeting of the National Wage Council to agree on a plan to increase the region's minimum wage in 2019. According to the results of the negotiations, the National Wage Council agreed on a plan to increase the regional minimum wage by 2019 to 5.3% from 2018. The plan will increase the National Salary Board,the submission to the Government to decide the salary increase in 2019.

- Deployed post-announcement activities of2017Provincial Competitiveness Index (PCI) Report: Continued to promote good practice sharing in provincial economic governance, supported to provinces to improve the competitiveness of provincial businesses in Hoa Binh, Nam Dinh, Dak Nong, Nghe An, Soc Trang, Bac Lieu and Ca Mau Provinces.

- Continued implementing the Action Program to Promote Integrity in Business: Working with the Government Inspectorate on participation in integrity initiatives; connected with the businesses, continued optimizing content of online toolkit. Participated in the launching workshop of "Promoting Equitable Business Environment in ASEAN". The project is funded by the UK's Great Britain Fund. The Government-Integrity Initiative proposed by the Vietnam Chamber of Commerce and Industry (VCCI) together with the Government Inspectorate on efforts to promote integrity in the private sector that has been approved and is a component of asponsor project for activities in Vietnam.

VCCI leaders participated in some policy consultation activities: Participated in the 15th meeting of the Politburo of the IX Politburo on the construction of the 15th anniversary of the implementation of the Resolution No. 32-NQ / TW and development of Hai Phong City in the period of industrialization and modernization of the country; participated in a consultation workshop on the rapid diagnostic reports to the Dispute Resolution System (NIRF); organized a meeting to link vocational education with enterprises ...

- Organized a Forum on "Solutions to Promote Small and Medium Enterprise Funds" (SME) to discuss issues faced by enterprises when accessing bank capital, and to provide solutions to overcome difficulties and create favorable conditions for SMEs to develop in the spirit of the Resolution of the Central Committee of the XIIth Congress of the Party Central Committee on the development of private economy. The forum attracted many economic experts, representatives of banks, credit organizations and more than 100 enterprises.

In addition, VCCI continued carrying out annual work items such as: continued implementing membership duties of the Advisory Council for Administrative Reform in 2018; In cooperation with the Vietnam Fatherland Front, the Ministry of Finance, the Vietnam Cooperative Alliance, the SME Association, the Vietnam Young Entrepreneurs Association.Implementeda program: "Supervising the implementation of major tasks and solutions for improving the business environment, enhancing national competitiveness in taxation and customs"; continued implementing the program of action 2018 of the VCCI to implement the Resolution 19 of the Government on major tasks and solutions to improve the business environment, enhance national competitiveness; collaborated with the VBF Secretariat to implement regular activities of the VBF 2018...

2. Carriying out trade and investment promotion activities as well as programs and projects to support the raising of the competitiveness of enterprises and business associations:

3. On trade promotion and investment:

- In an effort to seek source capital for businesses from international financial institutions, the VCCI coordinated with the Hong Kong Trade Development Authority (HKTDC) to organize and link investment betweenVietnam banks and three Hong Kong banks such as Hong Kong Hang Seng Bank Limited, Chong Hing Bank Limited and The Bank of East Asia Limited. Accordingly, the parties committed to cooperate comprehensively and permanently in the banking sector such as sharing experiences in investment and financial management, introducing partners, seeking and implementinginvestment projects, especially in credit activities for domestic and foreign enterprises that have demand for investment capital, diversified development and optimization of financial services, maximize exploitation of all potential, creating business efficiency, increasing position in the financial market.

- Organized and coordinated a number of activities, conferences, seminars on trade promotion and business development support such as the Vietnam-China Trade Exchange Forum in Ho Chi Minh City; a Roundtable Conference on "Business Opportunities in Hong Kong for Vietnamese Enterprises" in Ho Chi Minh City; a Conference on "Sharing experience in improving business investment environment among business associations" in Hoa Binh; a workshop on personnel for wood processing enterprises in Binh Duong Province; a workshop on trade dispute resolution by commercial arbitration in Da Nang City; a Workshop on "business perception - successful startup" in Thai Nguyen Province; a Workshop on enhancing competitiveness and efficiency of trade promotion and investment activities in Soc Trang Province,

- Meeted and worked with international delegations: The Ambassador of Indonesia, the Ambassador of Chile, the Ambassador of Botswana, the Ambassador of Guatemala, the Japan-Vietnam Economic Committee of Keidanren (Japan), the Secretary of the Provincial Party Committee of Jilin Province (China),the Minister Ghine Bissau, the Slovak Chamber of Commerce, Taiwan Economic and Social Research Institute

Regarding the training, the business development, and the labor relationsdevelopment and supporting enterprises in international economic integration:

- Organized 68 training courses for 3,010 enterprises on topics related to corporate governance, import-export, taxation, customs and updated legal documents regarding enterprises in various fields.

- Coordinated with the Vietnam Chamber of Commerce and Industry (VECOM) to hold a seminar on "Policy Trends for a Fundamental Economy" to exchange issues related to the nature of the economic foundation”, provided policy solutions to the robust development of the current economic foundation. Many experts participated in the seminar agreed that economic development is a fundamental trend that be irreversible, bringing a lot of practical effects for the whole economy. In order to promote the rolesof the foundation economy, the Government needs to agree on a vision and orientation for the underlying economy, as a prerequisite and motive to help Vietnam move closer to its development goals in the Modern Age of Industrial Revolution  4.0.

- Coordinated with the Ministry of Planning and Investment to organize the "Vietnam Online Bidding 2018" Forum. The forum was organized with the objectives of communicating the message, vision and commitment of the Government on the implementation of online bidding; raising awareness of FSSP, disseminating new policies, features, benefits and applications of FNGOs; proposed ideas to improve policies and technologies to build the ecosystem for the FIC. VNEPS helps improve transparency, competition, fairness and economic efficiency in bidding.

- Signeda cooperation agreement with the Institute of Finance in order to bring into full play the strengths of the two sides in joint training, consultancy and implementation of tax, customs and financial policies, accounting for VCCI’s member business community. The content of the cooperation consists of three main areas: cooperation in training and development of high quality human resources, cooperation in scientific research and information exchange to better serve the needs of the business community.

- Implemented training activities of the project: "Improving working skills, youth entrepreneurship and connecting with youth" (Youth Spark) in Hai Duong and Dong Nai Province.

- Implemented the project "Enhancing the voice of enterprises in economic restructuring": conducted interviews with enterprises in Ho Chi Minh City, Long An, Binh Duong and Bac NinhProvinces; preparated the second year work plan of the project.

- Carried out activities to support enterprises in implementing a program on the circular economy: Developing training and communication activities plan by the end of 2018 with the initiative "No discharge into nature" in coordination with US BCSD in preparation of  development ofa secondary material market in Vietnam.

- Issued publications supporting enterprises to integrate into the international economy: full text of the comprehensive partnership agreement and progress of trans-Pacific in Vietnamese version, FTA handbook on agricultural products for enterprises.
