RENEWABLE ENERGY: The inevitable path to building a low-carbon economy

That is the affirmation of VCCI Vice Chairman Vo Tan Thanh at the Forum: "Promoting renewable electricity for businesses: Issues raised in practice and implementation solutions".

This afternoon (September 25), under the direction of the Vietnam Chamber of Commerce and Industry (VCCI), Business Forum Magazine in collaboration with the Vietnam Clean Energy Association Representative Office in Ho Chi Minh City, the Institute for Smart Energy Application Research (iSEAR) and Ho Chi Minh City Electricity Corporation organized the Forum "Promoting renewable electricity for businesses: Issues raised in practice and implementation solutions" in Ho Chi Minh City.

In his opening speech at the Forum, VCCI Vice Chairman Vo Tan Thanh said that in the context of the world strongly shifting towards green energy, Vietnam is also making efforts to accelerate the energy transition process, especially promoting wind power, solar power and clean energy sources.

He assessed that this is not only an inevitable requirement to ensure national energy security, but also a great opportunity for businesses to improve their competitiveness, meet ESG (Environment - Society - Governance) standards and participate more deeply in the global value chain.

In particular, on August 20, 2025, the Politburo issued Resolution No. 70-NQ/TW on ensuring national energy security. Previously, on May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development, which identified the green index as a strategic pillar of the economy. Along with that is the implementation of the National Energy Development Strategy to 2030, vision 2045.

“These are important orientations, creating the foundation for the formation of a transparent, competitive and sustainable energy market, with the active participation of the private sector,” said VCCI Vice Chairman Vo Tan Thanh.

According to VCCI Vice Chairman Vo Tan Thanh, developing renewable energy is not only a technological solution, but also an inevitable path to building a low-carbon economy, reducing dependence on fossil fuels and attracting international investment. This is also the direction for Vietnam to fulfill its commitment to zero net emissions by 2050.

In the roadmap to implement the goals of energy transition, ensuring high economic growth, national energy security and especially feasibility, the Prime Minister issued Decision No. 768/QD-TTg dated April 15, 2025 approving the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Power Plan VIII).

To implement, the Ministry of Industry and Trade also issued Decision No. 1509/QD-BCT, dated May 30, 2025, approving the Plan for implementing the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (adjusted), referred to as the Plan for implementing the adjusted Power Plan VIII.

However, he said that the implementation process in practice still has many shortcomings: Administrative procedures are complicated and lengthy; The legal framework for the DPPA mechanism (direct power purchase) is still unclear, causing difficulties for businesses that want to buy electricity directly from renewable energy projects; Businesses are still confused about combining multiple power sources, especially taking advantage of rooftop solar power in parallel with the national grid system; Policies to encourage the development of new energy and renewable energy have been issued but have not really come into life, making it difficult for businesses to take advantage of them effectively.

 

The Forum attracted a large number of businesses to attend.

“These “bottlenecks” are slowing down the greening of production, even reducing the competitiveness of Vietnamese enterprises in the international market, especially in regions with strict standards on sustainable development such as the EU, the United States, and Japan,” emphasized VCCI Vice Chairman Vo Tan Thanh.

Therefore, VCCI Vice Chairman Vo Tan Thanh emphasized that today's Forum is very important: it is a place for us to have a frank dialogue and share practical experiences; it is an opportunity for businesses, associations, management agencies and experts to analyze problems and shortcomings together.

And more importantly, it is an opportunity to propose solutions and policy recommendations, contributing to perfecting the legal framework, removing difficulties, and creating more favorable conditions for businesses to access and use clean and efficient energy.

At the same time, VCCI Vice Chairman Vo Tan Thanh also affirmed that, as a national organization representing the business community, VCCI is committed to: listening to and synthesizing all opinions from today's forum to report and make recommendations to the Party, Government and ministries and branches; accompanying businesses in green transformation, through consulting, training programs, supporting the implementation of ESG standards; promoting international cooperation, mobilizing resources, technology and global experience in developing renewable energy in Vietnam.

"Promoting renewable energy is a common responsibility and also a practical benefit for the State, businesses and the whole society. I believe that, with the close cooperation between management agencies, the business community, associations and scientists, we will gradually build a safe - transparent - sustainable energy system, contributing to the successful implementation of Vietnam's green development goals", VCCI Vice Chairman Vo Tan Thanh emphasized.
