The Ministry of Natural Resources and Environment answers this issue as follows:

In order to serve the preparation of compensation, assistance and resettlement plans, the compensation, support and resettlement council (when assigned by the provincial People's Committee) must prepare technical designs - measurement estimates, draw up cadastral maps or make construction plans in case the cadastral measurement of the affected land is extracted to determine the scope and specific area of ​​measurement, and submit it to the competent authority for approval.
