- " The OSH representative is under the management and guidance of the employer or Occupational Safety and Health Department"

- Trade unions supports and coordinates.

- "The responsibility allowance" is dropped because "

+ Employer pays salaries for staff to perform the assigned work;

+ Employer allows the OSH representative to spend time to do the OSH jobs;

+ If the work is under the control of the employer, paying the allowance is not necessary. This will lose the balance of the salary system.

For example: To pay the allowance for the OSH representative, but not pay the allowance to the person responsible for IT, this will make imbalance and inequality between employees. Responsibility allowance should be decided by the company, not by law ".
