- To propose the Vietnam Social Security to have comments to the Government and other related ministries on amendment and supplement the legal documents related to bidding to suit the reality after 4 years of implementation..

- To propose the Vietnam Ssocial Security to have comment to the Ministry of Health onamendment and supplement the circular related to the issuance of lists of drugs covered by the payment of health insurance (Especially Circular 10/2016 / TT-BYT on May 5, 2016 - The list of drugs produced domestically that meets the need of treatment, drug prices and delivery capacity) to facilitate the user (physicians and patients) having more access to quality drugs, reasonable prices (especially drugs produced in the domestic).

 - To propose the Vietnam Social Security to have comments to Ministry of Health on  amendment, supplement and issue Circular 11/2016 / TT-BYT dated May 11 2016 - Regulating on the bidding of drugs in public health facilities (1). Accordingly, it is necessary to put in place and immediately implement the directives of Deputy Prime Minister Vu Duc Dam in the Official Document No. 1649 / VPCP-KGVX dated February 24 2017 on the purchase of brand-name drugs expired the copyright through open bidding with Generic drugs that have multiple registrations; (2) To redeterme the plan price setting in the bidding documents; (3) to revise the contents of the evaluation of contractors' capabilities and experiences in the bidding documents; (4) to revise the form of contract in the direction of transparency, equality and responsibility between the investor (Department of Health, Hospital, Treatment facility) with drugs suppliers (businesses); (5) There are specific regulations on preferential policies for drugs manufactured from the medicine (especially drugs made from clean source of medicines in the country) so that pioneer enterprises in this field can take part in bids and bids winning (avoiding the current situation that enterprises invest heavily in medicinal plant growing areas, plants, advanced production technology ...) which have no chance of bids winning because of higher drug prices than other areas.)
