The topic includes 2 main contents: Developing database and developing software based on the provisions of the Circular No. 26/2014 / TT-BTNMT of the Ministry of Natural Resources and Environment. All content is calculated according to labor and implemented by her unit.

Ms. Huyen would like to ask, do you need to carry out bidding procedures? If yes, how? If bidding can be done by self-implementation

Regarding this issue, The Ministry of Planning and Investment has the following opinions:

According to Clause 1, Article 3 of the Bidding Law stipulates that bidding activities governed by this Law must comply with this Law and other relevant laws.

Under Clause 1, Article 18 and Clause 2, Article 19 of the Regulation on bidding, ordering and assigning tasks to provide public non-business services funded with the state budget, issued together with the Decision No. 39/2008 / QD- TTg of March 14, 2008 of the Government’s Prime Minister.

Accordingly, the order may be applied to public non-business services that are not eligible for bidding (stated in Article 5 of this Regulation) or only a single supplier, be unable to perform bidding; scientific research projects and projects that are allocated state budget funds and decided to order by competent state agencies.

President of the provincial People's Committee decides to place orders for public non-business services that are not eligible for bidding, scientific research projects and projects are arranged from the local budget; authorize heads of their attached professional agencies to place orders for the provision of services for public non-business services under the local budget spending task.

For the implementation of scientific research, it is necessary to base on the above provisions.
