Accordingly, in order to continue giving comments to complete the Draft, ensure the reasonableness and feasibility of the regulations, and ensure the rights and interests of enterprises, on March 3, the Vietnam Chamber of Commerce and Industry (VCCI) coordinated with the National Assembly's Committee on Science, Technology and Environment to organize a Workshop: Giving comments on the Draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality.

In his opening speech at the Workshop, VCCI Chairman Pham Tan Cong shared: controlling the quality of goods is an important task, protecting customers and society, while making transparent the production, import and business activities of enterprises. However, in the current context, the legal framework on the Law on Product and Goods Quality has revealed limitations, requiring supplementation and amendment to meet the needs in the new context.

According to Chairman Pham Tan Cong, the Law on Product and Goods Quality plays an important role, not only enhancing the reputation of Vietnamese goods in the international market but also ensuring the reputation and brand of enterprises when bringing positive effects, it needs to be designed in harmony with the State management mechanism and promoting business activities of enterprises, promoting production, and bringing products to the market.
However, after many years of implementation, the Law has shown shortcomings and limitations, which need to be amended to encourage the application of information technology in the inspection and supervision of goods quality. This not only improves the effectiveness of State management but also helps enterprises optimize operating costs.

Information on the necessity of amending the Law on Product and Goods Quality at the Workshop, Ms. Nguyen Thi Mai Huong - Head of the Department of Quality Management and Conformity Assessment, National Committee for Standards and Quality, Ministry of Science and Technology said: The Law on Product and Goods Quality was passed by the National Assembly in 2007, effective from July 1, 2008, is an important legal document, regulating relations related to product and goods quality.
The process of summarizing and evaluating after 17 years of implementation shows that, in addition to the achieved results, the Law on Product and Goods Quality 2007 has encountered some shortcomings and limitations, requiring amendments to suit reality and promote development.

Basically, the Law amending and supplementing a number of articles of the Law on Product and Goods Quality still retains the scope of regulation of the 2007 Law on Product and Goods Quality as follows: The Law on Product and Goods Quality stipulates the rights and obligations of organizations and individuals producing and trading products and goods and organizations and individuals with activities related to product and goods quality; management of product and goods quality.
The Law amending and supplementing a number of articles of the Law on Product and Goods Quality still retains the subjects of application of the 2007 Law on Product and Goods Quality as follows: Organizations and individuals producing and trading products and goods and organizations and individuals with activities related to product and goods quality in Vietnam.
According to Ms. Huong, the content of amending and supplementing the articles and clauses of the Law on Product and Goods Quality aims to institutionalize the implementation of: “Innovation in identifying products and goods that are likely to cause unsafety (group 2 products and goods) and product and goods quality inspection activities”; institutionalize the application of technology in quality management, traceability of products and goods”; institutionalize the implementation of developing national quality infrastructure to ensure the goal of sustainable development and international integration”; institutionalize the implementation of enhancing the effectiveness of product and goods quality management activities, promoting the assignment and decentralization of management to suit the current situation”... “At the same time, promote product and goods quality management through technology application and digital transformation”, Ms. Huong shared.

Delegates contributing comments on the content of the Draft Law (amended) at the Workshop
Along with the above-mentioned contents, at the Workshop, delegates and experts contributed comments on issues such as: Improving the management of goods, creating breakthrough mechanisms to promote the export of Vietnamese goods to countries around the world; adding the concepts of codes, barcodes, traceability of products and goods...
Contributing comments on improving the management of goods, creating breakthrough mechanisms to promote the export of Vietnamese goods to countries around the world, Mr. Nguyen Hoai Nam - General Secretary of the Vietnam Association of Seafood Exporters and Producers (VASAEP) expressed that the Draft Law Drafting Committee needs to emphasize ensuring consistency in the application of laws on product and goods quality, contributing to creating a healthy investment and business environment, in line with international practices.
In addition, the Draft Law needs to have an expanded approach, create a breakthrough institution, bring Vietnamese goods to the world, and promote the endogenous strength of enterprises.
In order for Vietnamese goods to meet the requirements when exporting to other countries, Mr. Nam proposed that the Draft Law Drafting Committee needs to ensure the goods management goals of State management agencies; and provide regulations from pre-inspection to post-inspection for enterprises in the production and export of goods.
In addition, promote the application of science and technology in product quality management in the spirit of Resolution 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
According to Ms. Do Minh Hanh - Representative of Panasonic Vietnam Co., Ltd., in the current context, digital transformation will help bring added value to businesses, help businesses create new values by providing customers with new experiences; facilitate the export of products and goods, enhance reputation and brand in domestic and foreign markets.
The identification, encoding and collection of machine-readable information is a premise for digitization, electronic data exchange between units in the supply chain and is the foundation for electronic traceability solutions.
Therefore, Ms. Hanh agrees with the addition of the concept of codes and barcodes; traceability of products and goods, traceability codes for products and goods, product traceability codes, location traceability codes; product labels and electronic labels...
Along with the above contents, at the Workshop, representatives of enterprises and associations focused on giving opinions on the approach to the Draft Law in the context of deep international integration as it is today; the constitutionality, legality, and consistency of the Draft Law with the legal system; giving opinions on the proposed policy groups that have overcome the shortcomings and inadequacies of the current law and are consistent with international practices, meeting the model of product and goods quality management in the new period.
Regarding the contents of comments from the delegates attending and the drafting agency, information at the Workshop, Chairman of the National Assembly's Committee on Science, Technology and Environment - Le Quang Huy affirmed that the amendment and supplementation of a number of articles of the Law on Product and Goods Quality is necessary to implement the Party and State's policies and guidelines on perfecting the institutions in the field of product and goods quality management, in response to new requirements of practice, especially in the context of our country's increasingly deep integration into the international economy; at the same time, to overcome the shortcomings and inadequacies of the current Law. It is known that the comments and proposals of the delegates, enterprises and associations will be synthesized and absorbed by the Committee on Science, Technology and Environment and VCCI in the process of finalizing the draft Law before submitting it to the National Assembly for consideration and discussion in the next session.
