The Ministry of Finance responded to this issue as follows:

Point a, Clause 6, Article 129 of Decree No. 63/2014/ND-CP dated June 26, 2014 of the Government detailing the implementation of a number of articles of the Bidding Law on contractor selection specified by the Ministry of Finance provide detailed instructions on the use of state capital for procurement in order to maintain regular operations of state agencies, units of the people's armed forces, public non-business units, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations.

Circular No. 58/2016/TT-BTC guiding the implementation of the Law on Bidding, Decree No. 63/2014/ND-CP dated June 26, 2014 of the Government under the provisions of Point a, Clause 6, Article 129 of the Decree No. Decree No. 63/2014/ND-CP mentioned above, so it is still in effect up to now.
