Is a professional title certificate required when accepting civil servants?

According to the Ministry of Home Affairs, there is currently no requirement that civil servants must have a professional title certificate when being hired for their positions. However, to be appointed to a professional title, one must possess the corresponding professional title training certificate.

Mr. Phan Sy Hai (Quang Nam) works at the Project Management Office for Agricultural Construction and Rural Development. His unit needs to hire civil servants for positions involving project management and assessment of basic construction works in the agriculture and rural development sector. These positions require at least 5 years of work experience and a university degree in the field of construction of hydraulic structures (civil engineering, hydraulic engineering, hydropower).

Mr. Hai asked whether civil engineers specializing in hydraulic construction need a technology professional title certificate (Certificate of Professional Title for Engineers Grade III). Can a professional practice certificate in construction project management for agricultural construction and rural development be used as a substitute for the technology professional title certificate (Certificate of Professional Title for Engineers Grade III)?

In response to this matter, the Ministry of Home Affairs provided the following answer:

Article 13 of Decree 115/2020/ND-CP does not stipulate that civil servants must possess a professional title certificate for their positions. However, to be appointed to a professional title, one must possess the corresponding professional title training certificate.

According to the regulations in Clause 9 of Article 1 of Decree No. 89/2021/ND-CP, civil servants with a professional practice certificate in accordance with the law can be used as a substitute for the certificate obtained through the professional title training program for civil servants in the corresponding field.

Therefore, if the professional practice certificates in the cases mentioned by Mr. Phan Sy Hai are suitable for the field of the job positions, they can be used as a substitute for the professional title training certificate.
