As such, civil servants must meet the following requirements:

 

The first is a Vietnamese citizen.

 

Second, to be recruited or appointed to a rank, position or title corresponding to the job position in one of the following agencies:

 

In the agency of the Communist Party of Vietnam.

 

The State, socio-political organizations at the central, provincial and district levels.

 

In agencies and units of the People's Army that are not cadres, professional soldiers or defense workers.

 

In agencies and units of the People's Public Security who are not cadres, non-commissioned cadres serving under the professional regime, public security workers.

 

Third, in the payroll and salary from the state budget.

Latest regulations on civil servant payroll in 2022

 

Regarding civil servant payrolls in 2022, it is stipulated in Decision No. 1575/QD-TTg on approval of civil servant payrolls receiving salaries from the state budget of state administrative agencies and payrolls of relevant associations. specific substances operating nationwide in 2022.

 

Decision 1575 was signed and promulgated by Prime Minister Pham Minh Chinh on September 22, 2021.

 

Accordingly, in 2022, the total payrolls of civil servants of state administrative agencies, organizations, and representative missions of Vietnam abroad (excluding payrolls of the Ministry of Public Security, the Ministry of National Defense and officials of the Ministry of National Defense and the Ministry of Public Security). , commune-level civil servants), the payroll of associations with specific characteristics operating in the whole country and the reserve civil servant payrolls is 256,685.

Firstly, the payroll of civil servants in 2022 in state administrative agencies and organizations is 247,722.

There are 106,890 civil servant payrolls in 2022 for agencies and administrative organizations under ministries, ministerial-level agencies, government-attached agencies, and organizations established by the Government or Prime Minister that are not units. public career.

 

There will be 140,832 civil servant payrolls in 2022 for agencies and administrative organizations under agencies of the People's Council, the People's Committee of the province and district.

 

Secondly, there will be 1,068 civil servant payrolls in 2022 for Vietnam's representative missions abroad.

 

Thirdly, a total of 686 civil servant payrolls in 2022 for associations with specific characteristics operating throughout the country.

 

Fourthly, there are 7,035 civil servants payrolls to convert ward civil servants in wards that do not hold People's Councils into district civil servants in Hanoi, Ho Chi Minh City and Da Nang city by 2022.

 

Fifthly, there are 174 backup civil servants in 2022.

Which agency is responsible for the payroll of civil servants in 2022?

 

According to the provisions of Decision 1575, the Minister of Home Affairs is responsible for assigning civil servants to each ministry, ministerial-level agency, government-attached agency, and organization established by the Government or the Prime Minister without are not public non-business units and provinces and centrally run cities in the total payroll for civil servants specified in the 1st and 4th items.

 

Assign payrolls of civil servants working abroad for each ministry or ministerial-level agency out of the total number of civil servant payrolls specified in Section 2.
