In fulfillment of the tasks assigned by the Politburo, the Secretariat instructs the Central Propaganda Department, in coordination with the Central Economic Commission and the VCCI Party delegation, to organize a conference to thoroughly grasp and implement Resolution No. 41-NQ/TW, dated October 10, 2023, of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.

The conference is implemented nationwide with the central focal point at Hall A2, No. 9 Nguyen Canh Chan, Ba Dinh, Hanoi; Focal points at ministries, sectors, and central agencies; Focal points at provincial and municipal party committees directly under the central government; Focal points at VCCI Party delegations (Location 1: 7th floor, VCCI building, No. 9 Dao Duy Anh, Dong Da, Hanoi. Location 2: VCCI Branch Hall in Ho Chi Minh City, No. 171 Vo Thi Sau, District 3, Ho Chi Minh City).

The conference includes the following main reports:

- Report on the main contents of Resolution No. 41-NQ/TW: Mr. Nguyen Duc Hien, Deputy Head of the Central Economic Commission.

- Report on the Government's Action Plan to implement Resolution No. 41-NQ/TW: Mr. Le Minh Khai, Central Party Committee Secretary, Deputy Prime Minister.

- Report on the Action Plan of the VCCI Party Delegation to implement Resolution No. 41-NQ/TW: Mr. Pham Tan Cong, Party Committee Secretary, Chairman of the Vietnam Chamber of Commerce and Industry.

- Directive speech by Comrade Nguyen Trong Nghia, Central Party Committee Secretary, Head of the Central Propaganda Department.

Enhancing awareness, responsibility, political determination, self-motivation, and exemplary spirit of Party committees, organizations, agencies, officials, Party members, and the business community to effectively implement Resolution No. 41-NQ/TW is one of the important tasks at the conference to thoroughly grasp and implement Resolution No. 41-NQ/TW, dated October 10, 2023, of the Politburo regarding the construction and promotion of the role of the Vietnamese business community in the new period.

Urgent Task

In fulfillment of the tasks assigned by the Politburo, the Secretariat instructs the Central Propaganda Department, in coordination with the Central Economic Commission and the VCCI Party delegation, to organize a conference to thoroughly grasp and implement Resolution No. 41-NQ/TW, dated October 10, 2023, of the Politburo regarding the construction and promotion of the role of the Vietnamese business community in the new period (Resolution No. 41-NQ/TW).

In fact, in the Documents of the 13th Party Congress, our Party also affirmed: "Develop a strong and high-quality business community, with a spirit of dedication to the nation, cultural standards, progressive ethics, and good management and business skills." Therefore, Resolution No. 41-NQ/TW has set forth 07 groups of tasks and important solutions:

The first group of tasks: Enhancing awareness of the position and role of the business community in achieving national development goals.

Promote information, propaganda, mobilization, and enhance the awareness and responsibility of Party committees, Party organizations, governments, political systems, officials, Party members, and the people, creating high unity in the Party and society about the important position and role of the business community in the process of achieving national development goals.

Focus on propaganda and mobilization to deepen the understanding of the business community about its role, mission, inheritance, and promotion of national traditions, elevate patriotism, implement the Party's guidelines and policies, state laws, contribute to building and developing an independent, self-reliant economy, and internationally integrate while ensuring solid national defense and security.

Encourage the business community to strive, build ethical and business culture, study and follow Ho Chi Minh's ideology, ethics, and style, raise social responsibilities, participate in patriotic movements and campaigns. Emphasize the honoring and praising of exemplary entrepreneurs and businesses. Promote the role of media agencies in providing information, propaganda, and cheering for the Vietnamese business community.

The second group of tasks involves perfecting policies, laws, creating a favorable, safe, and equitable investment and business environment for entrepreneurs and businesses to develop and contribute.

Urgently review and institutionalize in a timely, comprehensive, and coherent manner the Party's guidelines on developing the business community, the entrepreneurial community; continue to improve the development framework, the market-oriented socialist economic system, laws on ownership, business freedom, property rights protection, entrepreneurship, supplementing appropriate economic sanctions to handle violations, avoiding criminalization of economic relations...

Ensure a stable, coherent, transparent, and equitable legal framework, especially in accessing resources such as land, finance, technology; implement public-private partnership; promote innovation, with people and businesses at the center, as the serving subjects; control, eliminate monopolies, exclusivities in production, business.

Focus on building, improving policies, laws on digital, digital society, green economy, circular economy, sharing economy, new production models, sectors to expand the development space for entrepreneurs, businesses; develop coherent markets, especially capital, labor, land use rights, science, and technology markets. Research and implement controlled experimental mechanisms to create conditions for entrepreneurs, businesses to make breakthroughs in certain new, advantageous, potential areas.

Strengthen state management, accelerate administrative reforms, especially administrative procedure reforms to enhance the effectiveness of implementing the Party's and State's guidelines, policies, laws. Gradually expand and improve the mechanism of dialogue, consultation between elected bodies, state management agencies with entrepreneurs in the process of developing, planning, organizing the implementation of economic and social development strategies, policies, laws, and plans.

Innovate, enhance the effectiveness of inspection, examination, supervision activities, ensure transparency, openness in the relationship between state agencies, public officials, and entrepreneurs, businesses; establish mechanisms to prevent, strictly handle corrupt, obstructive, negative behaviors towards entrepreneurs, businesses. Promote the role of elected bodies, the Vietnam Fatherland Front, and political-social organizations in supervising the organization's implementation of policies, laws related to entrepreneurs, businesses.

The third group of tasks focuses on developing a strong business community commensurate with the goals and tasks of national development in the new period.

Issuing a national, sectoral, and local-level strategy for developing the national business community aligned with general goals, objectives by 2030, and the vision to 2045 for building and promoting the role of the business community in the new period.

Implement breakthrough policies to form and develop ethnic enterprises, large-scale enterprises, which play a leading role in key sectors, essential sectors, hold important positions in global supply chains, value chains, master some industrial and agricultural value chains.

Implement policies to facilitate the expansion of small and medium-sized enterprises, enhance competitiveness, production capacity, develop business models based on innovative creativity, application of science and technology, digital economy, sharing economy, circular economy, green economy, environmental protection, and climate change adaptation. Encourage individual business households that meet the criteria to transform into enterprises.

Foster entrepreneurship spirit throughout society, especially in new fields, among the young generation. Prioritize policies to support the development of female entrepreneurs, young entrepreneurs, entrepreneurs from ethnic minorities, entrepreneurs operating in difficult economic-social areas, particularly disadvantaged ones. Pay attention to developing cooperative economy with the core role of cooperatives.

Create conditions for entrepreneurs to be represented in elected bodies, political-social organizations, and other relevant legal entities. Study, promulgate policies to encourage and facilitate overseas Vietnamese entrepreneurs to contribute to the country's building and development. State management agencies, Vietnam's representative offices abroad, enhance their responsibility to protect the legitimate rights and interests of Vietnamese entrepreneurs, businesses both domestically and internationally.

Develop a national program for training, nurturing entrepreneurs, encourage entrepreneurs from all economic sectors to participate, focus on training and nurturing new issues such as digital transformation, green transformation, entrepreneurship, modern business administration, legal knowledge, practical experience, new business trends...

Encourage successful entrepreneurs to participate in training, nurturing activities, inspire, and share experiences. Diversify cooperation activities, linkages in training, nurturing both domestically and internationally.

Implement legal support programs, enhance capacity for entrepreneurs, businesses to effectively participate in free trade agreements, Vietnam's international commitments.

The fourth group of tasks involves building business ethics, culture, promoting national spirit, igniting the desire for prosperous and happy country development:

Enhance and mobilize entrepreneurs to strive to implement ethical standards, business culture, attached to national identity and access to the essence of world business culture is a key, long-term task in building the Vietnamese business community.

Take ethics, business culture as the core, uphold the spirit of law supremacy; enhance the role of entrepreneurs in contributing to economic diplomacy, people-to-people diplomacy, promoting the image of Vietnam, its people, and culture.

Raise awareness, responsibility of entrepreneurs, businesses towards society, especially in supplying quality products, services; maintain business reputation, brand; emphasize environmental protection; condemn, prevent, resolutely handle entrepreneurs, businesses violating business ethics, cultural norms, and laws.

Encourage entrepreneurs, businesses to fulfill social responsibilities, actively participate in activities to help people in difficult circumstances, remote, border, island areas.

The fifth group of tasks focuses on enhancing unity, cooperation, and collaboration between entrepreneurs, workers, farmers, intellectuals under the leadership of the Party:

Promote cooperation, collaboration, and coordination within the business community; between entrepreneurs, workers, farmers, intellectuals through diverse and appropriate forms, linked to production, business activities, social responsibilities, contributing to building and harnessing the collective strength of the entire nation.

Build harmonious, stable, progressive labor relations between enterprises and workers, promote collective labor agreements, resolve the interests of enterprises and workers harmoniously; regularly organize dialogues, workers' conferences within enterprises.

Pay attention to the legitimate rights and interests of workers, especially regarding labor standards, occupational safety, social security, grassroots democracy, minimize labor disputes.

Create conditions for trade unions to fulfill their functions, tasks, and play a bridging role between workers and entrepreneurs; coordinate in developing enterprises, building business ethics, culture, and fulfilling social responsibilities.

Leverage strengths, promote linkages, cooperation between entrepreneurs, enterprises, and farmers towards building production models along supply chains, value chains; facilitate representative organizations of entrepreneurs, enterprises, farmers to play a bridging role in linkage and cooperation.

Strengthen linkages, cooperation between entrepreneurs, enterprises, and the intellectual workforce, especially scientists, industry-leading experts, research institutes, universities… promote businesses' access to science and technology through the intellectual workforce, linking research with experimentation, making breakthroughs in production, business, technical innovation, technological innovation, increasing labor productivity for rapid and sustainable business development; harness the bridging role of representative organizations of entrepreneurs, enterprises, and intellectual workforce organizations.

Enhance linkages, cooperation between business organizations, and between entrepreneurs, enterprises; between small and medium-sized enterprises and large enterprises; between domestic enterprises and foreign-invested enterprises, overseas enterprises, creating deeper participation opportunities in global supply chains, value chains; focus on linkage, cooperation by industry, production clusters, supply chains, value chains.

The sixth group of tasks emphasizes leveraging the role of the Vietnam Chamber of Commerce and Industry (VCCI), representative organizations of entrepreneurs, and businesses:

Continuously strengthen and improve the organization, innovate content, methods, enhance the quality, and effectiveness of the Vietnam Chamber of Commerce and Industry (VCCI), effectively perform its functions and tasks as the political-social-professional organization representing the legitimate rights and interests of entrepreneurs, businesses; develop members, strengthen organizations more and more firmly; serve as a solid bridge between the Party and entrepreneurs, contributing to the cause of building and safeguarding the Fatherland.

The Vietnam Chamber of Commerce and Industry (VCCI) and representative organizations play a core role in propaganda, mobilization, raising awareness, responsibilities of entrepreneurs; listen, gather, reflect, coordinate to resolve concerns, aspirations of entrepreneurs, businesses.

Participate in building, debating, and supervising the implementation of the Party's guidelines, policies for socio-economic development, relevant policies, laws; participate in training, nurturing entrepreneurs, promoting entrepreneurship, gathering, linking, cooperating, supporting sustainable development of entrepreneurs, businesses; build, promote, encourage entrepreneurs to adhere to ethical standards, business culture; honor exemplary entrepreneurs, businesses.

Continue to improve the mechanism, policies, enhance the effectiveness of activities of legitimate representative organizations of entrepreneurs, the business community. The state should research and create conditions for representative organizations of entrepreneurs to participate in providing some appropriate public services.

The seventh group of tasks focuses on strengthening the leadership of the Party, the management of the State in building and leveraging the role of the entrepreneurial team:

Raise the awareness, responsibility of Party committees, Party organizations in leading, directing, comprehensively implementing the Party's guidelines on building and leveraging the role of the entrepreneurial team.

Focus on developing Party members, building Party organizations within enterprises; innovate the Party's leadership methods in various types of enterprises to meet the requirements of the new era.

Build a coordination mechanism between Party committees and collective leadership bodies of enterprises to leverage the role of Party committees, Party organizations, Party members.

Promote the implementation of the policy of admitting entrepreneurs as Party members who meet standards, conditions. Establish grassroots Party committees in industrial parks, export processing zones, industrial clusters where conditions permit.

Establish grassroots Party organizations within Vietnamese enterprises investing abroad, foreign-invested enterprises in Vietnam.

Innovate the content, methods of operation of political-social organizations within enterprises, especially trade unions, youth unions, in line with the type, locality, nature, and scale of enterprise activities.

Renew the state management methods towards placing people, enterprises at the center, correctly performing the functions, tasks of the State in the socialist-oriented market economy, focusing on the relationship between the State - enterprises - workers; strengthen guidance for mass organizations to coordinate with entrepreneurs, businesses in activities.

Demands from reality

Identifying the domestic and global context in the coming time remains highly unpredictable; the country is entering a new era, aiming to become a developed nation by the 100th anniversary of its establishment. Resolution 41 has affirmed the viewpoint that the entrepreneur team "is one of the core forces contributing to promoting industrialization, modernization, international integration, building and developing an independent, self-reliant economy, ensuring national defense and security."

"Resolution 41 is a foundation for the development of Vietnamese enterprises in the new period, becoming more deserving as Vietnam strides towards the goal of becoming a developed country. To achieve this goal, there are still many tasks to be done, including amending laws, policies, improving the business environment... VCCI will spare no effort to contribute to this process," emphasized the Chairman of VCCI.

When entrepreneurs are identified as the "core force," building the Vietnamese entrepreneur team becomes the responsibility of the entire political system.

The nationwide implementation conference of Resolution 41 will concretize the resolutions into practical actions, step by step bringing the resolution into life, developing a strong entrepreneur team, contributing to achieving new goals in the new era for the country.

A new beginning for Vietnamese entrepreneurs

I am deeply impressed with the contents of Resolution 41 of the Politburo regarding the construction and promotion of the role of Vietnamese entrepreneurs in the new era. Entrepreneurs are very excited as the new Resolution continues to affirm the role and position of the entrepreneur team, elevating it to one of the core forces contributing to the industrialization and modernization of the country.

The role and position of entrepreneurs in the new era are affirmed in the Resolution, along with the elevated status of the country internationally. The spirit of the Resolution also emphasizes harnessing the role of the entrepreneur team in community development, which is the responsibility of the entire political system. I see that it is the responsibility of each entrepreneur and enterprise.

Our country's renewal process is entering a new phase amid ongoing efforts to industrialize, modernize, and deepen international integration. This brings many opportunities and advantages but also poses numerous difficulties and challenges for the development of the economy and Vietnamese businesses.

Therefore, the entrepreneur team must be one of the decisive factors in achieving the goals of industrialization and modernization of the country. Developing the entrepreneur team is a breakthrough step contributing to socio-economic development, pushing back the risk of lagging behind, and enhancing Vietnam's position in the new era.

In the Documents of the XIII Congress, our Party also affirmed: "Developing a strong entrepreneur team in terms of quantity and quality, with a spirit of dedication to the nation, with standards of progressive culture, ethics, and management proficiency."

I believe that the most important task for every entrepreneur and enterprise in the coming time is to implement Resolution 41 faithfully.
