"I have just applied for a support package due to Covid-19 under Resolution 116 of the Government. I want to ask, how long will it take for me to receive money?".
Regarding the time to receive Covid-19 support money under Resolution 116, lawyer Nguyen Thi Hue - XTVN Law Firm, Hanoi Lawyers Association said that the implementation of Resolution 116 stipulates the policies to support employees and employers affected by the Covid-19 pandemic from the unemployment insurance fund are prescribed in Decision No. 28/2021/QD-TTg.
Decision No. 28/2021 was issued by the Prime Minister on October 1, 2021 and takes effect from the date of signing. This Decision specifies specific support subjects, bases for calculating support levels, specific support levels as well as the order and procedures for implementation.
Lawyer Hue said, there are 3 groups of subjects who are entitled to the Covid-19 support regime under Resolution 116. They are:
Employees have been paying unemployment insurance premiums as of September 30, 2021.
Employees who have stopped participating in Unemployment Insurance due to termination of their labor contracts or working contracts from January 1, 2020 to the end of September 30, 2021 have the period of unemployment insurance premiums reserved, excluding including monthly pensioners are also supported.
Employees participating in Unemployment Insurance who are working at enterprises only have to confirm information with their employers and receive money via bank accounts.
Also according to Hue's lawyer, based on Point b, Clause 2, Article 3 of Decision 28, regulations on the order and procedures for implementation, clearly states: "Within 10 working days from the date of receiving the support request from the employees, the social insurance agency pays the support to the employees, the time to complete is December 31, 2021. Payment is encouraged through the employee's bank account.
In case the support is not paid, the social insurance agency must notify in writing and clearly state the reason.
What is the support package due to Covid-19 under Resolution 116?
Unemployment insurance support package under Resolution 116 issued by the Government on September 24, 2021.
In 2021, the Covid-19 epidemic is developing complicatedly and has a heavy impact on many aspects of social life, greatly affecting employment, life, income of workers and production and business activities. employer's business.
Facing that situation, the Government decided to implement a policy to support employees and employers affected by the Covid-19 pandemic from the Unemployment Insurance Fund.
The unemployment insurance support package under Resolution 116 with a support level of about VND 38,000 billion is distributed in two ways.
Firstly, financial support for employees affected by the Covid-19 pandemic from the balance of the Unemployment Insurance Fund. Based on the time of payment of unemployment insurance and not yet enjoying unemployment benefits, employees will be supported a certain amount.
Specifically, the unemployment insurance support level under Resolution 116 for employees is as follows:

 Second, reduce the contribution to the Unemployment Insurance Fund for employers affected by the Covid-19 pandemic. According to Resolution 116, the employer is entitled to reduce the contribution rate to the Unemployment Insurance Fund from 1% to 0% of the monthly salary fund of employees who are subject to unemployment insurance. According to statistics of Vietnam Social Security, as of 5:30 p.m. on October 3, more than 316,315 employers have been notified to reduce their contributions from 1% to 0% to the unemployment insurance fund with over 9.39 million employees; the amount to be reduced is over 7,456 billion VND.
