Great Momentum from Traffic Infrastructure

The traffic infrastructure of Hai Duong province has changed dramatically in recent years. Dozens of new traffic works create a fresh look and help ease bottlenecks, laying a foundation for current and future breakthroughs.

Remarkable investment projects

The current picture of Hai Duong traffic infrastructure is outstandingly bright, illuminated by inter-regional road traffic projects linked to neighboring provinces such as Dong Viet Bridge and the basically completed road from Yen Dung district (Bac Giang province) to Chi Linh City, expected to open to traffic in the first quarter of 2025; and Kenh Vang Bridge and a road linking the two provinces of Bac Ninh and Hai Duong, started construction in September 2024 and expected to be completed in 2027.

Other typical projects include Hai Hung Bridge and the road linking the East-West axis of Hai Duong province with Phu Cu district, Hung Yen province, expected to start construction in the first quarter of 2025 and be completed in 2026; the road connecting National Highway 17B with Dinh Bridge, Kinh Mon Town; and the road linking National Highway 17B with Provincial Road 352 (Hai Phong City), the section from National Highway 17B to Kinh Thay River, Kinh Mon Town.

By the end of 2024, the province completed the following projects: The East-West traffic axis of Hai Duong province and the North-South traffic axis of Thanh Mien district; Provincial Road 394B linking National Highway 5 to expanded Phuc Dien Industrial Park (from Cam Giang district to Binh Giang district); the road from Trieu Bridge to Provincial Road 389; the road connecting National Highway 38 with Hung Yen province; the service road of National Highway 5 through Luong Dien and Cam Dien industrial parks; and the interchange road linking Provincial Road 392 (Binh Giang district) with Hanoi - Hai Phong Expressway.

Some projects, launched in 2024 and expected to be completed in 2027, consist of Van Bridge and the approach road linking Chi Linh City to Kinh Mon Town (costing VND1,296 billion for construction); Belt Road I of Hai Duong City, a 3-km section from 62-meter wide Vo Nguyen Giap Avenue to Dai An Industrial Park (costing VND436 billion); and a 4.5-km road from National Highway 37 to Kiep Bac Temple (costing VND564 billion).

These projects not only better meet the people's travel needs but also create opportunities for the province to attract investors and promote sustainable regional connectivity.

Creating strong breakthrough momentum

A top official of Hai Duong Department of Construction said: In the 2020-2025 period, Hai Duong defined that one of the three strategic breakthroughs is mobilizing diverse resources to develop a synchronous modern infrastructure system, with priority on the construction of key traffic projects, smart urban areas and exemplary new rural areas harmoniously connected with national highways and provincial roads.

The province will continue to review the master plan for transport development from which the province will complete synchronizing and modernizing the planning to 2035 and further to 2050. Particularly, the province will actively arrange the order of priority and focus on mobilizing all available resources, especially from the Public Investment Plan of the 2026-2030 period to complete the approved planning goals.

The department will continue to advise the Provincial People's Committee to propose the Ministry of Construction invest in upgrading National Highway 37, from National Highway 18 to Bac Giang province (nearly 12.27 km). At the same time, it will ask the committee to propose the central government invest in some projects on the national highway network in the province.

In addition, the department will coordinate with relevant agencies to launch Lao Cai - Hanoi - Hai Phong Railway (41 km running through the province), expected to start construction in 2025.

Hai Duong will encourage investment in logistics centers combined with inland waterway ports and railway stations to form a hub for goods transit between road, rail and inland waterway modes. In particular, it is expected to deploy a water port logistics center (30-75 ha) at Ninh Giang Port (on the Luoc River), upgrade Cao Xa station (Cam Giang district) on Hanoi - Hai Phong Railway into an international transit station (nearly 5 ha), and build a logistics center and inland waterway port (50 ha) on Kinh Mon River in Minh Hoa commune.
