Executing and supervising officials are necessarily be trained on fire prevention and fighting?

(Chinhphu.vn) – Through the system of receiving and responding to enterprises' recommendation, Mr. Ha Ngoc Huy Khoa reflected on the difficulties to obtain certificates of fostering knowledge about fire prevention and fighting for construction officers and supervisors submitted in  the Decree No. 79/2014 / ND-CP.

According to Mr. Khoa's opinion, before the Decree No. 79/2014 / ND-CP, the supervision of contractors implementing fire prevention and fighting items in the project is normal but the results of the project are still conducted checking and acceptance by fire protection agencies to meet the requirements for use. However, when the Decree No. 79/2014 / ND-CP was issued, construction and supervision officers had to go through a 6-month training course (full-day study) to obtain a certificate of fostering knowledge about fire prevention and  fighting.

This provision currently makes it difficult for thousands of workers and businesses because construction and supervision officers cannot quit their jobs to attend school for 6 months. Mr. Khoa proposes to consider adjusting the above regulation because there is a fire prevention and fighting agency to check the results of the supervising construction units, so there is no need for a license for capacity.

Regarding this issue, The Ministry of Public Security responded as follows:

In recent years, there have been many fires in the whole country, causing significant damage to people and property; fires occurred due to many different reasons, including the strict observance of the provisions of the law on fire prevention and fighting by investors and construction agencies.

In fact, business activities in the field of fire prevention and fighting are specific because this issue is related to the life and property of people, businesses, state agencies and social organizations. Therefore, in Clause 6, Article 1 of Law No. 40/2013 / QH, amending and supplementing a number of articles of the Law on Fire Prevention and Control stipulates that "business in fire prevention and fighting services is theconditional  business line ".

Then, in Article 46 of Decree No. 79/2014 / ND-CP dated July 31, 2014 of the Government detailing the implementation of a number of articles of the Law on Fire Prevention and Control and a number of amendments and supplements. Article of the Law on Fire Prevention and Fighting has provisions on conditions for individuals allowed to practice fire prevention and fighting services to have fire prevention and fighting practice diplomas and certificates (fostering knowledge fire prevention and fighting at least 6 months).

The above regulation is very necessary and reasonable because when the construction and supervision staff of fire prevention and fighting will master the principles of fire prevention and fighting and the principles of operation, features and effects of the system, fire prevention and fighting equipment; thereby improving the capacity of business operations, professional practice of enterprises and individuals as well as fire safety and fighting for projects and works.

Through the work of grasping the situation, many businesses and individuals support and strictly abide by the above regulations. So far, the University of Fire Prevention and Fighting has organized 25 training courses on knowledge on fire prevention and fighting for about 2,500 practitioners and places held in many localities such as Hanoi, Da Nang and Binh. Dinh, Dong Nai, Ho Chi Minh City ... Flexible study time on weekends has created favorable conditions for individuals and businesses to arrange work and study time.
