Dr. Vu Tien Loc: Efforts to Promote Institutional Reform and Business Environment

Dr. Duong Thi Kim Lien, Director of the Institute for Business Innovation Support (IBIA), shared her thoughts about Dr. Vu Tien Loc, former VCCI President.
Dr. Vu Tien Loc, National Assembly Delegate for the XVth Legislature, Chairman of the Vietnam International Arbitration Center, former VCCI President, and former Editor-in-Chief of the Business Forum newspaper, passed away at the age of 64 on the morning of August 5, 2024. The business community has expressed deep sorrow over his passing.
The VCCI's role as the national representative organization for the Vietnamese business community is inseparable from Dr. Vu Tien Loc's contributions. Dr. Vu Tien Loc led VCCI to success in policy consultation with the Government, making VCCI a bridge between the Government and businesses.
VCCI has made major efforts to improving the business climate for firms. Dr. Vu Tien Loc has increased VCCI's reputation and influence, boosting the growth of local firms.
Dr. Vu Tien Loc made significant contributions to reforming institutions and the business climate in Vietnam. He was a pioneer in developing and implementing significant government resolutions such as Resolution No. 19/NQ-CP and Resolution 35/NQ-CP.
Resolution No. 19 focuses on minimizing and simplifying administrative procedures, as well as using information technology to save enterprises' time and costs, hence increasing national competitiveness.
Resolution No. 35 emphasizes the development of SMEs, encouraging entrepreneurship, and protecting business rights through reducing legal barriers, financial support, and training.
Under Dr. Vu Tien Loc's leadership, these two resolutions have strengthened trust in government policies, fostered entrepreneurial spirit, and enhanced the competitiveness of Vietnamese businesses in the international market.
The Provincial Competitiveness Index (PCI) is one of Dr. Vu Tien Loc's outstanding initiatives in his role as VCCI President. PCI was first implemented in 2005 in collaboration with the United States Agency for International Development (USAID).
This is an important tool to measure and improve the business environment at the local level. PCI has encouraged provinces to reform their administrative procedures and create favorable conditions for investment, significantly contributing to improving the business environment in Vietnam.
The annual PCI report demonstrates significant improvements in Vietnam's business climate. According to the 2016 PCI rankings, the percentage of domestic and foreign-invested firms seeking to increase their commercial operations hit a record high since 2010. This illustrates that PCI is not only a credible indicator, but also a driving factor for economic development and boosting local government ability.
Dr. Vu Tien Loc repeatedly directed that VCCI must actively encourage businesses to focus not only on profit but also on sustainable development and social responsibility, emphasizing the role of businesses in environmental protection and community support. These efforts have improved the image of Vietnamese businesses on the international stage.
Mr. Loc was consistently committed to supporting new thinking in corporate operations, promoting sustainable development initiatives, and cultivating social responsibility. These measures have helped Vietnamese enterprises not only become more competitive, but also contribute to long-term economic growth.
VCCI has encouraged the development of female entrepreneurs by supporting the Vietnam Women Entrepreneurs Council (VWEC) and other women entrepreneur associations across the country, as well as creating opportunities for female entrepreneurs to advance their careers and connect with international markets, making it Vietnam's largest organization representing businesswomen.
Dr. Vu Tien Loc has created a fair business environment and supported women in achieving success in their careers. He has directed many training programs to enhance management skills and expertise for entrepreneurs and the workforce, improving the competitiveness of Vietnamese businesses.
VCCI, together with Dr. Vu Tien Loc's personal reputation, has drawn significant support from foreign organizations and local resources, arranging several training courses with the involvement of worldwide specialists, assisting companies in improving their skills and expertise. These programs have increased company competitiveness and created high-quality human resources in Vietnam.
