Professor and Honorary Academician Nguyen Van De - Member of the Central Committee of the Vietnam Fatherland Front; Chairman of the Vietnam Private Hospital Association; Member of the Prime Minister's Advisory Council on Administrative Procedure Reform, called Dr. Vu Tien Loc former VCCI President a business inspirer.
Dr. Vu Tien Loc, an economist and politician, is not only a business inspirer and startup mentor, but also a companion, protector, builder, and nurturer of the entrepreneurial team, with a desire to create a united business community, increase competitiveness, integration, and dedication to serving the nation.

In 2003, Dr. Vu Tien Loc proposed to Prime Minister Phan Van Khai to choose October 13, the day President Ho Chi Minh sent a letter to the business community, as Vietnam Entrepreneurs' Day. This act, in Mr. Nguyen Van De's opinion, has significance beyond a commemorative day, contributing to affirming the role and position of Vietnamese entrepreneurs in the international integration period after nearly 20 years of Vietnam's renovation efforts.
At many forums, in his role as the head of VCCI, Dr. Vu Tien Loc tirelessly argued for the recognition of entrepreneurs as a progressive social force making significant contributions to the nation's development.
Mr. De shared that he particularly liked the slogan proposed by Dr. Loc and later widely embraced by the business community: “Entrepreneurs – Soldiers in Peacetime.” The soldier spirit, undaunted by hardships, was determined to rise in peacetime to enrich the homeland and the country.
Later, Dr. Loc also used the image of Saint Giong for the exemplary entrepreneur trophy, symbolizing the aspirations to rise and reach far in the international economic integration era.
Notably, he spearheaded the attempt to include the term "entrepreneurs" into the 2013 Constitution. The constitutional acknowledgment of "entrepreneurs" might be seen as acknowledging entrepreneurs as a key economic force.
Mr. De recounted that Dr. Loc had a special affection and concern for private sector entrepreneurs, as he believed this sector faced many difficulties regarding mechanisms and policies. Therefore, during his tenure as VCCI President, he organized numerous conferences and forums to address policy bottlenecks, creating a favorable environment for businesses, especially private enterprises, to thrive.
It can be said that during his 18 years as VCCI President, Dr. Loc deserved to be the captain of the business community and the entrepreneurial team. Despite many ideas, plans, and projects of his and VCCI that could not be realized due to various reasons, in his capacity as an economic expert, a National Assembly member, and VCCI leader, Dr. Vu Tien Loc has accomplished many useful things, contributing to the development and nurturing of the entrepreneurial team and creating a conducive business environment for enterprises to grow.
Mr. De summarized two of Dr. Loc's most noteworthy contributions: First, by continuously reinforcing and strengthening the function and position of the entrepreneurial team, we may contribute to the development of a new generation of entrepreneurs who will benefit not only themselves but also their hometown and nation. Second, pioneering institutional transformation by creating a transparent, fair, and equitable business climate across all economic sectors with the goal of developing and integrating the country.

Nguyen Huu Thap, Chairman of the Tuyen Quang Province Business Association, Member of the Executive Committee of the Vietnam Small and Medium Enterprise Association (VINASME), and Chairman of the Tuyen Quang Province Small and Medium Enterprise Association, described Dr. Vu Tien Loc as a "captain" to the Vietnamese business community in general and the Tuyen Quang business community in particular.
Notably, from 2000 to 2021, Dr. Vu Tien Loc made numerous contributions and proposals to the Party, State, National Assembly, and Government on policies to support the entrepreneurial community in developing the Vietnamese entrepreneurial and business teams during the renovation period.
According to Mr. Thap, the most significant highlight of Dr. Vu Tien Loc in the minds of the Vietnamese entrepreneurial community was in 2011, when, as the head of VCCI, he and the VCCI team drafted a resolution on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization, and international integration to present to the Politburo (Resolution 09-NQ/TW).
This resolution helped the Vietnamese entrepreneurial community gain recognition, position, and close attention from central ministries and departments to build and develop the entrepreneurial community and Vietnamese businesses as they are today.
These are significant contributions by Dr. Vu Tien Loc in building and fostering a strong Vietnamese entrepreneurial and business community, including promoting the entrepreneurial spirit of the young generation. Dr. Vu Tien Loc has built dreams and ambitions for the young generation as they choose their future careers.
It can be said that Vietnam's major integration milestones bear the memorable marks of Dr. Vu Tien Loc. He was the first to speak before the National Assembly, urging Vietnam to join the World Trade Organization (WTO), and has continuously offered sharp and strong opinions throughout the negotiation, signing, and promotion of Vietnam's free trade agreements over nearly two decades.
