The project only has a domestic wastewater treatment system, which is a septic tank. After the wastewater is treated to meet standards, it will be discharged into the receiving environment. 

Ms. Lan asked, does the project have to conduct a trial operation for the domestic wastewater treatment system?

The Ministry of Agriculture and Environment responds to this issue as follows:

According to Point d, Clause 1, Article 31 of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection (amended and supplemented in Clause 13, Article 1 of Decree No. 05/2025/ND-CP):

"... d) On-site wastewater treatment facilities and equipment as prescribed in Clause 3, Article 53 of the Law on Environmental Protection; septic tanks, grease traps for wastewater from canteens and other integrated facilities and equipment that meet the requirements prescribed by law; on-site wastewater treatment facilities and equipment that meet environmental technical standards;" is one of the waste treatment facilities that do not have to undergo a trial operation. However, treated wastewater must ensure that it meets environmental technical standards before being discharged into the environment.

In case the wastewater after preliminary treatment through septic tanks does not meet environmental technical standards, it must be further treated through other wastewater treatment facilities that are not exempted from trial operation according to regulations in Clause 1, Article 31 of Decree No. 08/2022/ND-CP (amended and supplemented in Clause 13, Article 1 of Decree No. 05/2025/ND-CP). Wastewater treatment facilities must conduct trial operation according to regulations.
