Do branches have to issue their own labor regulations?

Employers with branches, units, production and business establishments located in different locations must send the registered labor regulations to the specialized labor agency under the provincial People's Committee where the branch, unit, production and business establishment is located.

Ms. Vo Thi Thu Lan (HCMC) asked, a state-owned LLC with branches in many provinces and cities; operating in many different fields, each branch has its own grassroots union, can the corporation authorize the branch director to issue labor regulations for each branch and register with the Department of Labor - Invalids and Social Affairs where the branch is headquartered?

Regarding this issue, the Ministry of Labor, War Invalids and Social Affairs responded as follows:

Clause 4, Article 119 of the 2019 Labor Code stipulates the registration of labor regulations as follows: Employers with branches, units, production and business establishments located in many different locations shall send registered labor regulations to the specialized labor agency under the People's Committee of the province where the branch, unit, production and business establishment is located.

We request that your corporation, if it has branches, units, production and business establishments located in many different locations, shall send registered labor regulations to the competent authority according to the above regulations.
