Do automobile assembly plant projects need environmental impact assessment?

(Chinhphu.vn) - Mr. Tran Van Huu's company (Hanoi) plans to invest in an automobile assembly plant project in an industrial park. The production line has welding, painting and final assembly stages. According to the legal criteria on public investment, it belongs to Group A project.
Mr. Huu asked, does his company's project have to prepare an environmental impact assessment report?
The Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) answered this question as follows:
In case the project belongs to Group A with environmentally sensitive factors as prescribed in Clause 4, Article 25 of Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection, the project owner is responsible for conducting an environmental impact assessment and submitting the environmental impact assessment report to the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) for appraisal as prescribed in No. 5, Appendix III attached to Decree No. 08/2022/ND-CP; Article 30 and Point a, Clause 1, Article 35 of the Law on Environmental Protection.
In addition, he needs to carefully review the content of the investment project and compare it with Appendix II, III, IV attached to Decree No. 08/2022/ND-CP to accurately determine the environmental procedures that must be carried out according to regulations.
