Regarding this issue, the Ministry of Planning and Investment has the following opinions:

Clause 5, Article 9 and Point d, Clause 6, Article 129 of the Government's Decree No. 63/2014 / ND-CP stipulates: Expenses incurred by the evaluation of the result of the selection of contractors, even when there are none of selected contractors, account for 0.05% of the bid price but are identified at the minimum price of VND 1,000,000 and the maximum price of VND 50,000,000.The Ministry of Finance is responsible for providing guidance on the costs associated with the contractor selection process.

Circular No. 190/2015 / TT-BTC dated 17/11/2015 of the Ministry of Finance regulating the estimation, management and use of expenses in the process of contractor selection in case investors If the project management unit has sufficient capacity and is approved by a competent authority to organize the implementation by itself or assign it to an organization or individual belonging to its agency to perform, the management, use and settlement of expenses comply with the guidance of the Ministry of Finance on management and use of revenues from project management activities of investors, project management boards.

Accordingly, in case the investor assigns an affiliated unit to appraise the result of contractor selection, the appraisal cost is determined according to the above provisions.

The payment of costs for appraisal of contractor selection results shall comply with the guidance of the Ministry of Finance.
