Can the duration of the contract be counted as a long-term allowance?

Mr. Nguyen Van Nam (Dak Lak) has been a contract teacher at a secondary school in a particularly difficult area (region III) since April 2012, with social insurance contributions. In September 2020, he was recruited on a special basis and still works at the school.
Mr. Nam asked, does he receive allowances for long-term work in areas with extremely difficult socio-economic conditions according to Decree No. 76/2019/ND-CP? Is the base period for calculating the benefit rate from the beginning of the contract (April 2012) or when being recruited (September 2020)?
In this regard, the Ministry of Education and Training responded as follows:
Policies for public employees working in areas with extremely difficult socio-economic conditions are implemented in accordance with the Government's Decree No. 76/2019/ND-CP dated October 8, 2019 on government policy for cadres, civil servants, public employees, employees and wage earners in the armed forces working in areas with extremely difficult socio-economic conditions. Accordingly, the subjects specified in Article 2 of this Decree who have worked in areas with extremely difficult socio-economic conditions for full 5 years or more are entitled to a long-term working allowance.
Before being recruited (September 2020), Mr. Nguyen Van Nam was a contract teacher at a secondary school in an area with extremely difficult socio-economic conditions, in case if he was contracted and paid Salary according to the provisions of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government, the period of this contract shall be counted as working time in areas with extremely difficult socio-economic conditions.
