Calculation of common costs for power line projects and substations

Mr. Pham Trung Thanh (Da Nang) asked about the common costs included in the total investment of power line projects and substations (with voltage levels of 35 kV and below), where the total investment is less than 15 billion VND, based on the guidance in Table 3.1 or Table 3.2 of Appendix III of Circular No. 11/2021/TT-BXD?
The Ministry of Construction responded to this issue as follows:
The question does not specify the funding source for project implementation or the legal framework for cost management applicable to the project. Therefore, the Ministry of Construction does not have sufficient basis to provide specific guidance. For projects under the scope of and subjects covered by Circular No. 11/2021/TT-BXD dated August 31, 2021, which guides on certain aspects of cost determination and management in construction investment, the common costs identified in labor costs within direct construction and installation costs for power transmission lines and substations are specified in Table 3.2 and adjusted as per Section II.1.2.3 of Appendix III of Circular No. 11/2021/TT-BXD.
