Calculating and enjoying the vocational preferential allowance according to the professional title code

Ms. Tran Thi Ngoc Nhung (in Long An Province) would like to request competent authorities to answer problems in calculating the preferential treatment allowances for plant protection and agricultural extension officers at the district's agricultural Service Center.
District Agricultural Service Center was established on the basis of merging 4 stations: Planting and Plant Protection Station, Agricultural Extension Station, Animal Husbandry - Veterinary Station, and Irrigation Management Station under the decision of the Provincial People's Committee.
In terms of functional structure, the Center established 4 groups: Cultivation & Plant Protection - Agricultural Extension; Irrigation team; Breeding, Veterinary, Fisheries, and Administration - General. Among the 5 officers of the Plant Protection and Plant Protection - Agricultural Extension Service, there are 3 officers of the former Plant Protection Station, with code V03.01.03; 2 officers of the Agricultural Extension Station with code 13,095. These officers are assigned the same professional duties, all working in the fields of Cultivation & Plant Protection - Extension.
According to Decision 132/2006 / QD-TTg and Joint Circular No. 64/2006 / TTLT-BNN-BVN-BTC, professional officers working at Plant Protection stations are entitled to preferential allowances according to their profession.
Ms. Nhung would like to ask, can the 3 officers with code V03.01.03 at the Planting and Plant Protection Station, Agricultural Extension Station of the District Agricultural Service Center continue to enjoy preferential allowances according to their specialization? And 2 officers with code 13,095 when assigned the same duties as 3 officers with code V03.01.03, is the allowance the same?
The Ministry of Agriculture and Rural Development answers this issue as follows:
Recently, the Ministry of Agriculture and Rural Development has received documents from organizations and individuals requesting guidance on the implementation of the occupational incentive allowance for the plant protection and veterinary officer. The Ministry has issued a written request for the agreement of the Ministry of Home Affairs.
Based on the opinion of the Ministry of Home Affairs in Official Dispatch No. 5080 / BNV-TL dated September 22, 2017, the Ministry of Agriculture and Rural Development issued Official Letter 8483 / BNN-TCCB dated October 9, 2017, to Departments of Agriculture and Rural Development provide guidance on the implementation of the vocational preferential allowances for plant protection and animal health workers after being converted from the old salary categories (ranks having the first 2 digits of the rank code is 09) to corresponding new professional titles (symbol for the first digits of the job title code is V.03).
Accordingly, while there are no documents adjusting, supplementing, or replacing the Prime Minister's Decision No. 132/2006 / QD-TTg dated May 31, 2006, the implementation of the vocational preferential allowance regime for officials specialized in plant protection, veterinary medicine continues to be applied according to the provisions of Joint Circular No. 64/2006 / TTLT-BNN-BNV-BTC dated August 25, 2006, of the Ministry of Agriculture. Industry and Rural Development, Home Affairs, Finance guiding the implementation of Decision No. 132/2006 / QD-TTg.
Regarding the question of Ms. Tran Thi Ngoc Nhung, for 3 officers who previously worked at the former Plant Protection Station, code V.03.01.03 (plant protection technician item IV), now work at the Center for Agricultural Service of the district, if continuing to do the right profession and be ranked according to the professional titles of the plant protection profession (the first digits of the occupational title code are V. 03), they will continue to apply for the vocational preferential allowance as stipulated in Decision 132/2006 / QD-TTg and Joint Circular 64/2006 / TTLT-BNN-BNV-BTC.
The two former officers of the Agricultural Extension Station, code 13,095 (engineer), now working at the District Agricultural Service Center are assigned the same tasks as the above 3 officers but have not been ranked according to the positions. professional titles in the plant protection profession (denoted by the first digits of the number of professional titles is V.03), so they are not entitled to vocational preferential allowances.
