Buying vehicles that are expired registration, are buyers collected the road toll?

Mr. Ta Hiep (in Dak Nong District) bought a car through the State auction center, which has been out of registration since 2014. Mr. Hiep would like to ask, when he re-registers, is he collected road tolls according to the Circular No. 293/2016 / TT-BTC?
(Chinhphu.vn) –Mr. Ta Hiep (in Dak Nong District) bought a car through the State auction center, which has been out of registration since 2014. Mr. Hiep would like to ask, when he re-registers, is he collected road tolls according to the Circular No. 293/2016 / TT-BTC?
Regarding this issue, The Vietnam Register and the Ministry of Transport answer as follows:
Clause 2, Article 1 of the Circular 293/2016 / TT-BTC dated November 15, 2016 of the Ministry of Finance:
2. The automobiles defined in Section 1 of this Article shall not incur the road use fee when:
a) Being damaged by an accident or natural disaster.
b) Being seized or stripped of certificate of vehicle registration or number plate.
c) Being rendered inoperative by a serious accident and requiring repair for at least 30 days.
d) Being commercial transport vehicles of cooperatives and transport companies, which cease operating in at least 30 consecutive days.
dd) Neither entering the traffic flow nor employing the roadways in the road transport system but operating within the land area under the management of relevant companies or cooperatives; for example, in a station, port, mine, agricultural or forestry zone; and automobiles used by driver training centers for examination.
e) Being registered and inspected in Vietnam but operating abroad in 30 consecutive days or more.
g) Being stolen for a minimum period of 30 days.
At Point a6, Point a, Clause 1, Article 6 of the Circular No. 293/2016 / TT-BTC dated November 15, 2016 of the Ministry of Finance:
“The road use fee on a seized vehicle sold by a bank or auction organization shall be charged from the date of vehicle inspection for operation. In the event that the fee on the vehicle seized and sold has been paid after the re-inspection for operation, its owner shall pay the fee for a duration that succeeds the paid duration of the previous interval”.
Based on the above provisions, Mr. Ta Hiep is requested to contact the property auction agency to see if the above means of transport are confiscated and then auctioned, the owners of the means shall only be liable to the road use fee when go for registration for circulation without being charged with road use charges. In case it is not a vehicle that is confiscated and then liquidated, Mr. Hiep must first work with the owner of the vehicle to negotiate his / her obligations when being charged with road use charges.
