When bidders submit bids, the contractor submits a few items out of a total of 110 items. There are many items with only one bidder participating in the bidding, so there are no bidders to rank, does it violate the Bidding Law?

Regarding this issue, The Ministry of Planning and Investment has the following opinions:

Clause 3, Article 33 and Clause 1, Article 35 of the Bidding Law stipulate the division of projects and procurement estimates into bidding packages must be based on technical properties and order of implementation; ensure the consistency of the project, procurement estimates and reasonable bidding package size.

The name of the bidding package reflects the nature, content and scope of work of the bidding package, in conformity with the contents stated in the project or procurement estimates.

In case the bidding package consists of many separate parts, in the contractor selection plan, the name of the basic content of each part should be stated.
