Basis for Establishing Management Salary Levels at State-Owned Enterprises

Mr. Tran Minh from Ho Chi Minh City inquired whether the salary levels in the pay scale for Directors, Deputy Directors, Members of the Members' Council, and Supervisors at state-owned enterprises can be structured using a coefficient-based system.
Regarding this matter, the former Ministry of Labour, Invalids and Social Affairs provided the following response:
Currently, the formulation of the salary scale for managers and supervisors at single-member limited liability companies with 100% charter capital held by the State is governed by Clause 2, Article 2 of Decree No. 21/2024/NĐ-CP dated February 23, 2024, issued by the Government, and Clause 3, Article 2 of Circular No. 06/2024/TT-BLĐTBXH dated July 30, 2024, issued by the Minister of Labour, Invalids and Social Affairs.
Accordingly, salary levels in the pay scale are determined by the enterprise (either by applying a salary coefficient multiplied by a reference monetary amount or by specifying fixed monetary amounts). However, the total wage fund calculated based on these salary levels must not exceed the planned salary fund for managers and full-time supervisors as stipulated in Decree No. 21/2024/NĐ-CP.
