Bac Ninh enhances the quality of human resources

Bac Ninh province has identified improving human resources quality as a strategic breakthrough necessary for sustainable socio-economic development, aiming to elevate the province in the new era.

Enhancing human resources is a strategic breakthrough for Bac Ninh. 

A rapidly and sustainably growing economy must rest on three fundamental pillars: adopting new technologies, developing modern infrastructure, and improving the quality of high-skilled human resources—considered the most crucial driver of sustainable economic growth.

Cooperation Initiatives

The leadership of Bac Ninh People's Committee witnessed the signing ceremony of a memorandum of understanding between colleges and businesses during the Science, Technology, Innovation, and Digital Transformation Forum on April 13, 2025.

According to Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee and Chairman of the Bac Ninh People's Committee, developing high-quality human resources requires effectively implementing solutions in vocational education and training (VET), with a focus on application- and practice-oriented training. The province prioritizes the training and retraining of human resources to align with economic restructuring, ensuring the labor force meets the demand for skilled workers. Special attention is given to accelerating the construction of high-quality schools.

Additionally, Bac Ninh continues to implement measures to restore and develop the labor market, stabilizing and transitioning to a comprehensive digital labor–employment data system to meet socio-economic development needs.

Mr. Tuan emphasized that in the context of the Fourth Industrial Revolution, the Party and State are placing great importance on developing high-quality human resources to meet the requirements of industrialization, modernization, and global integration.

Bac Ninh is the first locality in the country to implement policies supporting the training and development of high-quality human resources and the semiconductor industry to serve the digital technology industry in the province during 2024–2030.

At the same time, the province is enhancing its scientific and technological (S&T) human resources. The Bac Ninh People's Committee issued Plan No. 371/KH-UBND to implement the Provincial Party Committee's Action Program No. 72-CTr/TU dated April 19, 2024, in accordance with Resolution No. 45-NQ/TW of the 13th Party Central Committee on continuing to build and promote the role of intellectuals to meet the demands of rapid and sustainable national development in the new period.

Digital Transformation Movement

At the 2025 Bac Ninh Intellectuals Conference, delegates launched a digital transformation competition and campaigns to implement the Politburo’s Resolution No. 57-NQ/TW on scientific, technological, and innovative breakthroughs and national digital transformation.

By 2030, the province aims for 100% of civil servants and public employees to be trained in standard knowledge and skills based on job title and role; all educational managers and teachers to meet or exceed qualification standards; at least 70% of vocational education institutions and 100% of programs in key occupations to meet quality accreditation standards; and 90% of training programs to have updated outcome standards based on the national qualifications framework.

Human resource development efforts will focus on S&T, particularly in high-quality fields like semiconductors, artificial intelligence, and cloud computing to support the province’s development in the coming years.

The province plans to raise the proportion of trained workers to 90%, with 55% holding degrees or certificates and 95% possessing IT skills. Additionally, about 90% of managers will be trained to enhance modern management capabilities.

Mr. Tuan noted that Bac Ninh is entering a new development phase—shifting from "volume-based industry" to "high-value industry." With its strategic location, well-developed infrastructure, and dynamic governance, Bac Ninh remains an attractive destination for foreign investors across Asia and globally.

In the first four months of 2025, Bac Ninh attracted over USD 1.91 billion in foreign investment—mainly from China, South Korea, and Japan—particularly in software and semiconductors, highlighting a qualitative shift in FDI. This figure is 2.2 times higher than in 2024.

Most FDI projects in industrial parks focus on electronics, telecommunications, and supporting industries. Notably, global giants like Canon, Samsung Electronics, Samsung Display, Foxconn, ABB, Amkor, and Goertek have projects in the province. Over 60% of total registered capital is directed toward advanced machinery and modern production technologies.

This development demands Bac Ninh to continuously enhance the quality of its workforce to meet the demands of the new era. The province’s consistent investment strategy follows the "2 Less, 3 High, 4 Ready" model (less land, fewer workers; high investment, high technology, high efficiency; readiness in land, skilled labor, mechanisms, and support services).

Developing high-quality human resources also requires sound mechanisms and policies to attract talent and prevent brain drain. Building a skilled workforce for businesses amid industrialization and modernization cannot be achieved overnight—it requires a well-planned roadmap and urgent, synchronized solutions, Mr. Tuan shared.

Bac Ninh Promotes Practice-Oriented High-Quality Human Resource Training

The development of vocational education and training (VET) and improving the quality of human resources is a top priority in Bac Ninh. The province's labor training index, published by VCCI on May 6, 2025, reached 7.05 points—an increase of 0.54 points compared to 2023. The province’s trained labor rate is nearly 80%.

Mr. Ngo Gia Vinh, Deputy Head of the Primary and Vocational Education Department at the Bac Ninh Department of Education and Training, said the department advised the provincial People's Council to implement Resolution No. 05 to attract highly qualified lecturers (Master’s, Doctorate) in semiconductors during 2024–2030. Bac Ninh leads the nation in training human resources and has also proposed two policies under Resolution No. 10 covering 21 vocational fields.

To improve workforce quality, Bac Ninh promotes the "three-party linkage" between the State, educational institutions, and businesses, with over 200 companies currently cooperating with schools in Bac Ninh and Hanoi.

In shallow partnerships, students receive 40% paid internships. In deeper collaboration, dual training under a 11 model (year one for theory, year two for practical training at businesses) helps students actively engage in learning. In phase three, students participate directly in production lines through dual or order-based training models.

With strengths in industrial development, Bac Ninh focuses on technical training. The provincial education department has guided vocational institutions to proactively and flexibly plan enrollment and curriculum. Training is increasingly practice-focused to meet labor market demands, especially from FDI enterprises and key economic zones, Mr. Vinh stated.

Speaking to the Business Forum, Mr. Vu Quang Khue, Principal of Bac Ninh College of Industry, said the school has developed its curriculum and training materials based on German standards. Each year, the school collaborates with companies to provide vocational skills training and real-world experience for students.

At Goertek VINA Co., Ltd., the school co-organizes on-site training programs for its 13th cohort of Industrial Automation students and hosts thesis defenses at the company. The partnership continues into 2024–2025 with a 111 model in Mechatronics training.

The school also coordinates AP1 and AP2 exams in Metal Cutting and Industrial Electronics under German standards and collaborates with GIZ (German Development Cooperation) in vocational training, teacher training, curriculum transfer, and digital transformation. In 2024, the school hosted a scientific workshop on "Developing hybrid training models using digitalized skill instructions to enhance technician-level human resources in Bac Ninh."

Meanwhile, at Bac Ninh College of Electromechanics and Construction, Meritorious Teacher and Principal Dr. Nguyen Quoc Huy shared that the school trains 15 disciplines, meeting regular labor market needs. All students are employed upon graduation, thanks to updated training and career orientation programs. The school offers new training models, such as on-site enterprise training, and introduces new disciplines to meet market demand.

The provincial leadership has also directed expanding tuition support for out-of-province students to develop high-quality human resources for the semiconductor industry.

Currently, key schools and priority disciplines are being invested in facilities and curriculum development to meet high-quality training standards for semiconductor industry support. This creates a robust trained labor pool for the industry.

 

Bac Ninh has determined that developing human resources—especially high-quality ones—is one of the province’s three strategic breakthroughs and a solid foundation for future progress.
