On March 16, 2018, Chairman of Thanh Hoa People's Committee issued an Official Letter No. 2719 / UBND-NN to the Department of Natural Resources and Environment to inform the direction of the Chairman of the provincial People's Committee to send the Thanh Hoa General Transport Clinic and other related units set up the dossiers and procedures according to regulations to submit to the People's Committee of Thanh Hoa Province for land recovery in the Decision No. 59 / QĐ-UBND dated January 7, 2009.

However, the report of the Department of Health - Ministry of Transport at the meeting on April 12, 2018 with the Department of Natural Resources and Environment of Thanh Hoa Province proposed to continue to be allocated land for General Clinic of Thanh Hoa Transport Department that be planned by the Ministry of Transport and upgraded to a hospital class III, if the recovered land does not meet the area to invest in the project.

Viewpoints of Hop Luc Hospital is different from Department of Health - Ministry of Transportation, the hospital is known to upgrade the Thanh Hoa General Transport Clinic that has not been approved by competent authorities. According to the Government’s Prime Minister's Decision No. 208 / QĐ-TTg dated February 3, 2016 approving the planning of the network of public service delivery units under the Ministry of Transport up to 2020 with orientation to 2030, The investment of the above-mentioned projects for the General Clinic of the Thanh Hoa Transport has not been approved by competent authorities with the budget capital is contrary to the Decision. In fact, over the years, the occupation of the land that was allocated for many years but has not been used is violated Article 64 of the Law on Land, causing great waste of land resources and pressing for the people. Hiep Luc General Hospital's use of land to invest in expansion of medical facilities (over 800 beds) has not been resolved.

Hop Luc General Hospital would like to request the Prime Minister to direct the Ministry of Communications and Transport, the Medical Examination and Treatment Department and the functional agencies to strictly abide by the decision on land recovery due to violations of the land legislation of the Clinic Department of  Thanh Hoa Transportation, transfer to the local for management of use according to the law.
