The N & G Development Investment Joint Stock Company received a Document No. 1869 / UBND-DT dated April 20, 2017 and a Document No. 6430 / UBND-ĐT dated December 18, 2017 by the People's Committee of Hanoi to the Ministry of Transport about requesting the Ministry of Transport to study the investment of the BOT project of the Phap Van - Cau Gie frontage road. That passing through the Industrial Park supporting the  South of Hanoi under the red line boundary approved by the Hanoi People's Committee. The Decision No. 4767 / QD-UBND dated September 22, 2015 with cross section B = 20.5m (current section is 6.5) on the basis of the opinion of the Ministry of Transport in the Document No. 8467 / BGTVT-CQLXD dated July 2017.

On April 20, 2018, the Ministry of Transport has sent an Official Letter No. 4202 / BGTVT- DTCT to the Prime Minister asking for opinions on the treatment of the intermixed land between the French-Vietnamese BOT project of the Phap Van - Cau Gie and Industrial park supporting the South of Hanoi Support Phase 1. According to the opinion of the Ministry of Transport, the expansion, stretching the BOT project of Phap Van - Cau Gie from 6.5 m to 20.5 m through the industrial park supporting the South of Hanoi has not been  yet appropriate. This is beyond the authority of the Ministry of Transport.

Based on the opinions of the Ministry of Transportation and the Hanoi People's Committee, the N & G Investment and Development Joint Stock Company reported to the Prime Minister, the Government’s Office, the Ministry of Transport and the Hanoi People's Committee as follows:

The South of Hanoi Industrial Park Supporting Project in Dai Xuyen Commune,, Phu Xuyen District, invested by the N & G Investment and Development Joint Stock Company that has been approved by the Prime Minister in its Document No. 1150 / TTG-KTN dated July 7, 2010. The project is funded by loans from the Vietnam Development Bank and other lawful capital sources. In the process of coordinating with the People's Committee of the Phu Xuyen District - Hanoi  City to clear the ground for the implementation of the South Hanoi Industrial Park Support Project, local people resolutely not hand over industrial land if the Phu Xuyen District People's Committee and the investor of the industrial park do not clear the ground and compensate for the land area under the planning of the development of the Phap Van - Cau Gie highway, because this land’s area has no irrigation system, can not use. to cultivate. Thus, the N & G Investment Joint Stock Company has applied four clearances of 10.7 hectares outside the boundary of the industrial park project under the planning of the development of the Cau Hai highway. In order to clear the area of ​​10.7 hectares of this land, The N & G Investment Joint Stock Company has advanced VND 85 billions to the Phu Xuyen District People's Committee with the loan from the Bank to compensate, support and complete the site clearance work. the first phase industrial park and the planned land area for the Phap Van - Cau Gie highway.

Pursuant to the Prime Minister's Decision No. 519 / QGG-TTG of March 31, 2016 approving the transport planning of the Capital till 2030, with a vision to 2050, identifying the Phap Van - Cau Gie highway section outside belt 4 (passing through the project area of ​​ South Hanoi Industrial Park) is an urban highway. On the basis of the planning of the road adjacent to the industrial zone, on May 12, 2016, the City People's Committee issued a decision approving the partial adjustment of the Detailed Plan of theindustrial park supportingthe South of  Hanoi Phase 1, The first phase of the Industrial Park supporting area was added to an area of ​​4.75 hectares to expand the industrial park as well as to manage and exploit it in order to increase the efficiency and avoidance. land clearance (out of 10.7 hectares of land planned for the high way of Phap Van Cau Gie highway). The remaining 5.95 hectares will be handed over to Phap Van - Cau Gie BOT Joint Stock Company for the construction of a frontage road. In 2015 and the beginning of 2016, when the project of upgrading the Phap Van - Cau Gie and Phap Van - Cau Gie Phase 1 and 2 was completed, the Pho Van - Cau Gie BOT project has recovered and used 1.05 ha, corresponding to the number compensation, support and site clearance is VND 8.2 billions. This amount has been paid by the Phuoc Yen BOT Company to Phu Xuyen District People's Committee and partly reimbursed by Phu Xuyen District People's Committee to the N & G Investment Joint Stock Company. Thus, at this time, after recovering 1.05 ha of the project to expand the industrial park supporting the South of Hanoi and the upgrading the Phap Van Cau Gie road, the remaining area belongs to the high speed road about 4.9 hectares (about 35 billions)

At present, the first phase of the South of Hanoi Industrial Support Project has been completed and many investors have been involved in the production of industrial products supporting the negotiation and signing of contracts with the investors for production. Development of supporting industries of Hanoi capital and the whole country. However, during the implementation of project management and investment attraction, the N & G Investment and Development Joint Stock Company found many inadequacies in connection with transportation outside the fence of the Industrial Park, concretely the construction of the route with 6.5 m wide and the final destination of the road is Km211 + 256, which is not connected to the branch road linking National Highway 1A and Phap Van - Cau Gie highway and not connected directly. with National Highway 1A, leading to unfavorable travel, connecting the economic and social development of local people and neighboring provinces, as well as difficulties in the development of the operation of the industrial park supporting South of Ha Noi (please attach the current status)

Based on the report of the N & G Development Investment Joint Stock Company, to develop industrial park supporting the South of Hanoi aimed to develop the supporting industrial industry of Hanoi capital as well as to develop the Phu Tuy satellite urban area, On July 28, 2017, the Ministry of Transport issued a Document No. 8467 / BGTVT-CQLXD sent to the Hanoi People's Committee on the adjustment of the road joining the Phap Van - Cau Gie highway passing through the industrial park supporting the South of Hanoi passage 1; In this document, the Ministry of Transport has asked the Hanoi People's Committee to check and review the planning and comments on the adjustment of the road outside the scope of construction BOT project of Phap Van - Cau Gie highway passing through the industrial park supporting the South of Hanoi.

Based on the opinions of the above-mentioned documents, the Hanoi People's Committee instructed the Department of Transport to chair the city's related agencies to study and propose the adjustment of the highway linking to the Phap Van - Cau Gie highway. By the proposal of the Department of Transport in the Document No. 5455 / SGTVT-KHCT dated November 16, 2017, the City People's Committee issued a Document No. 6430 / UBND- ĐT dated December 18, 2017 to the Ministry of Transport on the adjustment of the frontage road in the Phap Van - Cau Gie highway passing through the industrial park supporting the South of Hanoi  phase 1. In this document, the People's Committee of Hanoi proposed the Ministry of Transport to study the investment of the sloping route through Industrial Park supporting the South of Hanoi under the approved red line with cross section B = 20.5 m and at the same time request the Ministry of Transport to lead the concerned units to elaborate the detailed planning and complete the construction of the Dai Xuyen’s intersection (an important gateway to the industrial park supporting the South of  Hanoi). It should be noted that the connection with Industrial Park supporting the South of Hanoi for the first and second stage.

In order to create favorable conditions for people to travel as well as to develop local economy in the South of Hanoi capital and support the development of the industrial park Project supporting the South of Hanoi, the N & G Development Investment Joint Stock Company would like to request the Prime Minister for approval with the proposal of the People's Committee of Hanoi in the documents No. 1869 / UBND-DT dated April 20, 2017 and the Document No. 6430 / UBND-DT dated December 18,  2017 on the opinions of the Ministry of Transport in the Document No. 8467 / BGTVT-CQLXD dated July 28, 2017.
