To recommend the Government, the Ministry of Transport to continue the solution to tighten the management of transport business, control of vehicle load. Over the past time, the Government, the Ministry of Transport, the Ministry of Public Security, the leaders of provinces and cities have drastically directed, handling means carrying overload to create confidence for  transport business enterprises.  Therefore, to create conditions for the transport market to be stable, there is no unhealthy competition between the executive enterprises and enterprises that do not comply with the road traffic law. However, at present, overloaded cargoes on some routes, especially in inland water wharves, carry barges loaded onto vehicles in excess of 100-150% load..This causes businesses carrying the right load has a risk of losing goods due to unable competing with the price of overload transportation. Therefore, it is proposed that the Government and the Ministry of Transport should maintain the weighing stations at some roads with high traffic density or at toll booths  in order to control the load as well as strictly control the overloaded trucks and prevent the violation act of overloading as present.

The Ministry of Transport received a Government's Decree No. 5285 / VPCP-C, dated June 5, 2018, on recommendations of businesses in April 2018; the recommendations of the Haiphong Road Transport Association with content "The Government, the Ministry of Transport continue solutions to tightening the business management of transport and control of vehicle load. Over the past time, the Government, the Ministry of Transport, the Ministry of Public Security, the leaders of provinces and cities have drastically directed, handling means carrying overload to create confidence of business and transportation enterprises. Therefore, to create conditions for the transport market to be stable, there is no unhealthy competition between the executive enterprises and enterprises that do not comply with the road traffic law. However, the situation of loading cargoes on some routes, especially at inland water wharves is now occurring, loading barges loaded onto trucks over 100-150%  that cause businesses carrying the right load are at risk of losing their goods because they are not competitive with the overloaded price. Therefore, we would like to recommend to the Government, the Ministry of Transport that should maintain the weighing stations in a number of roads with a high density of vehicles or at toll booths, deployment of automated weighing stations to check the load should be checked as well as the handling of the trucks should be strictly controlled and prevent the overloading of the load as present. " On this issue, the Ministry of Transportation would firstly like to thank and acknowledge the recommendations of the Hai Phong Road Transport Association with the transport sector; in addition, the Ministry of Transport would also like to discuss and provide some information on the industry's load control activities as follows:

Following the end of Plan No 12593 / KHPH-BGTVT-BCA dated November 21, 2013 of the Ministry of Public Security and the Ministry of Transport, the ministries, branches and localities shall concentrate on implementing tasks, on the control of vehicle's load according to the instruction of the Government’s Prime Minister in the Directive No 32 / CT-TTg dated 25 November 2016.

In 2017, mobile and fixed stations as well as portable scales of inspectorate force of the Traffic and Inspectorate under Directorate for Roads of Vietnam have inspected 278,456 vehicles, in which there were 29,710 violated vehicles (accounting for 10.67%), penalized and transferred the state treasury VND 293.47 billion, confiscated 10.233 driving license.

In the first five months of 2018, mobile and fixed stations as well as portable scales of the Inspectorate of Transport  Department under the Vietnam Road Administration inspected 92,425 vehicles, in which, there were 8,909 violated vehicles  (9.6%), penalized and send to the State Treasurer VND 97.3 billion and confiscated 2,566 driving license .

 

However, as reflected by the association, the situation of overloaded vehicles involved in traffic is still complicated, such as: some businesses have signed up the commitment to state agencies not to queue overloaded on cars, but not strictly implemented, some transport business units, drivers do not comply with the law on the means of the means .... to correct the situation, at present, the Ministry of Transport has been directing functional agencies to implement the following contents:

  • Continue to synchronously implement groups of tasks and solutions to ensure traffic order and safety in general and control the means of transport in particular according to the direction of the National Assembly, the Government and the Prime Minister; in particular, to focus on the synchronous implementation of tasks under the Government’s Prime Minister's Directive No. 32 / CT-TTg, ensuring the efficiency, synchronization and minimization of the oversized, overloaded means in traffic;
  • To continue to improve legal provisions on the control of loading capacity of vehicles; The Circular will replace the Circular No. 10/2012 / TT-BGTVT dated April 12, 2012 of the Ministry of Transport and Communications regulating the organization and operation of the Load Testing Station. vehicle weight;
  •  To concentrate on implementing the Decision No. 1885 / QD-TTg dated September 30, 2016 of the Government’s Prime Minister on the approval of the master plan on the road load test by 2020 with a vision to 2030;
  • To promote the application of science and technology in the control of vehicle loading, to apply the use of data from vehicle load balancing devices installed on the road to directly sanction micro It overloads the means
  • To promote the propagation and dissemination of legal education on vehicle load control in order to further raise the awareness of people and enterprises in strictly implementing the law on load on means of transport. transportation;
  •  To strengthen inspection, speeding up the implementation of load control at some units and localities; particularly, businesses have signed commitments not to load cargoes overloaded on the means of transport; strictly handle violations.
